    HIGHLIGHTS
    • Centre will stand by the Army officer who took the decision as a "last resort".
    • The Army brass is of the view that the unfortunate incident was unavoidable.
    • Arun Jaitley is likely to address the issue when he meets Army commanders today.
NEW DELHI: The government has decided to stand by the Army officer who took the decision to use an alleged stone-pelter as a "human shield" tied to a jeep to steer his unit and Jammu and Kashmir officials and paramilitary personnel on election duty to safety.

The government has taken note of an Army probe into the April 9 incident which concluded that the commanding officer took the decision reluctantly and as the last resort after he realised that his unit had to pass through streets crowded with a mob of stone-pelters who had also taken positions on surrounding rooftops.

The trapped personnel included about a dozen local J&K employees, about 9-10 ITBP jawans, a couple of constables from J&K police and a bus driver.

Defence minister Arun Jaitley is likely to address the issue when he meets Army commanders on Monday. The government has appreciated that the controversial decision was taken in an extraordinary situation where the officer incharge of the unit had a difficult choice to make.

Indicating that the government feels the Army is being made a political target, minister of state for PMO and Udhampur MP Jitendra Singh told a J&K newspaper that "apologetic" Kashmir leaders were guilty of encouraging terrorism in the Valley. He said these leaders had lost the moral authority to make insinuations against Army personnel who they found a soft target while they lacked the the courage to condemn perpetrators of terrorism.

The Army brass is of the view that the unfortunate incident was unavoidable as the unit was surrounded by hundreds of protestors who were bent on violence.

As things turned out, the man used as a human shield was handed over to local authorities and no lives were lost. The video of the incident, released by former J&K chief minister Omar Abdullah, went viral and sparked off protests by human rights activists and political parties. BJP has been more muted, saying the incident was being probed but the challenging situation the Army has to deal with on the ground must be appreciated.

The run-up to the byelections was been marked by strongly pro-separatist campaigning by the National Conference with its leader Farooq Abdullah in the fray. In a bid to mop up the "azadi" vote, he played to the gallery and was seen to have backed stone-pelters, leading to some sharp exchanges with J&K CM Mehbooba Mufti.

The bypolls in J&K have been particularly violent with separatists and pro-terrorist groups enforcing a near total boycott of polling.

The EC was forced to order re-polling as Pakistan aligned groups in the Valley seemed determined to thwart the usual scenes of people lining up to vote which was held out by India as a success of the electoral process.

In the wake of prolonged violence last year following the encounter death of Hizbul Mujahideen commander Burhan Wani, separatists and Pakistani agencies have been keen to ensure that India could not claim validation of the participatory process in elections

People who think others will fail, will themselves seldom fail. CCP is a clever lot, they learn from experience of USSR and other communists, they are here to stay for a long time, not temporary. They know too much Atheism leads to despair, discontent for public, who have no way or hope to pray for a miracle for the hardships in their lives.USSR was strictly atheist,it is no wonder the Orthodox Christian Countries which were part of the Byzantine Empire like Romania were the first to revolt against USSR and communists.
Romania hanged its dictator Nicolai Caucescu, leading to their liberation, which spread like wildfire through all Eastern European nations and eventually USSR broke down. You cannot change the nature of the countries where, majority of population belong to a certain religion, all European countries are Christian, either they themselves give up willingly their religion and go back to their old norse/pagan roots.Otherwise, its hard to make them follow Atheism, just like
Sanatana Dharma is the basis of foundation of Bharat, you cannot impose Secularism here, eventually Bharat will become a Hindu Rasthra and the process is unfolding right before everyone's eyes and nothing can be done about it.

China knows this fact, that is why they allow religion and temples to be constructed so Public has a way to pray for their grievances to divine powers. They encourage Taoism as a State religion, because that was indigenous to China, soon slowly, they will shed Communist tendencies and become a theocratic state with Taoism as their religion, the process is already afoot. They are more capitalists than USA. While at the same time, they realize the dangers of Islam and Christianity, from the experiences of Dungan Jihad and other Christian rebellions in Japan and China. That is why they keep a vice like grip on both Abrahamic religions, restricting the building of Churches,Mosques and heavily moderating these two religions.
Punjab was past, You never dealt with Wahabis or Islamic jihad with iron gloves.China deals with them effectively, watch and learn form them.

Did you read the news the other day? Out of Rs 24000 crores given for modernisation of army this fiscal, 21000+ will be used for payment of back orders, leaving Rs 2000+ crores only for this year for modernisation

    What do you expect?

People have to realise, the defence budget for actual modernisation is hardly of any serious consequence. DRDO is being funded out of that head, Civil Defence Employees too (Like MES) and the revenue expenditure is almost 95-96% today.

We must be thankful that we have money to at least send bullets to Kashmir :(

I asked Webby to Permanent ban my ID which he obliged. Since, then I've stopped visiting Toxic Forum.

Apparently, someone else can do or would have already done that. :)

I think it is important we figure out who the people (inside Kashmir) are who have been funding them. We should encounter all of these guys.

I think this one is a fake video produced by ISPR. Major Gaurav Arya had tweeted about ABP news showing fake video of ISPR production as atrocities being committed on katuas of Kashmir.

    CISF on a UN deployment^

Can someone tell me why the f*ck aren't these kind of crowd control techniques employed in J&K? There the stone pelters run the roost but this kind of modern and disciplined crowd control technique would put those animals in their place.

+ why is it the urban centres in J&K don't have a 24/7 365 day a year deployment of a detachment of CRPF's RAF- a force explicitly raised for crowd control. You only ever see the pathetically equipped JKP or "regular" CRPF in this role, wtf is that about?

^ is there any other force in India better placed to handle these matters?

It's clear no one (in the state, security forces or centre) is serious about solving the Kashmir security problem.
