Isn't it obvious? What are those rich states doing to help the poor states? (apart from people from the poor states migrating to the rich states, due to lack of opportunies!). MORE NEEDS to be done to help those poor states, even a blind man could tell you that's what I'm trying to say in previous post!

Good Question!...and I wanted someone to ask it as these two gentlemen in question always keep hidden away from the limelight and leaders like the Jaitleys and the Prasads get the undeserved attention.

    Subramanium Swamy

Subramanian Swamy was born in Mylapore, Chennai. He studied his masters degree in statistics at the Indian Statistical Institute. He then went to study at Harvard University on a full Rockefeller scholarship.

He did his doctoral research with two Nobel Laureates namely Simon Kuznets and Paul A Samuelson.

Dr. Swamy has also jointly authored with Professor Samuelson a path breaking study on Index Number Theory. He was awarded a Ph.D. in Economics by Harvard University (Class of 1965)

For sometime, while completing his dissertation in 1963, he worked at the United Nations Secretariat in New York as an Assistant Economics Affairs Officer. He subsequently worked as a resident tutor at Lowell House at Harvard.

In 1964, Swamy joined the faculty of economics at Harvard and from then on he has till date taught at the Department of Economics. He was an assistant professor at the Harvard Economics department where he later became an Associate professor in 1969. Though he now does not teach full time at Harvard; he however has been regularly teaching for a long time and also currently teaches economics courses in summer session at Harvard in the position of a full rank Professor.

From 1969 to 1991, he was a Professor of Economics at the Indian Institute of Technology Delhi. He was removed from the position by its board of Governors in the early 1970s but was legally reinstated in the late 1980s by the Supreme Court of India. He continued in the position till 1991 when he resigned to become a cabinet minister. He served on the Board of Governors of the IIT, Delhi.

He is the chairman of School of Communication & Management Studies in Kerala, a premier business institute in India

He is accounted by some to be an authority on the comparative study of India and China[2] and is also well-versed in the Mandarin Chinese (Hanyu) language.

    Elections contested
He was one of the founding members of the Janata Party and was its president since 1990. He was elected Member of Parliament 5 times between 1974 and 1999. He has twice represented the city of Mumbai North East during 1977 and 1980, Uttar Pradesh and Tamil Nadu in the Parliament.
He was also a member of the Planning Commission between 1990 and 1991. Between 1994 and 1996, he held the position of Chairman of the Commission on Labour Standards and International Trade (equivalent to the rank of a cabinet minister) under the P. V. Narasimha Rao government. Dr. Swamy has been subject to several defamation cases. He is known to argue these cases himself without the agency of lawyers. In October 2004, he along with other members of the erstwhile Janata Party established the Rashtriya Swabhiman Manch to oppose the policies of the ruling UPA.

He is known for his efforts in normalizing relations with China and Israel. In 1981, he persuaded Deng Xiaoping to open the Kailash Mansarovar in Tibet to the Hindu pilgrims from India.

    2G spectrum scam

On November, 2008, Subramanian Swamy wrote to Prime Minister Manmohan Singh and followed it up with four more letters seeking sanction to prosecute A. Raja in regards to 2G telecom spectrum political corruption scam.[6]
When the Prime Minister Manmohan Singh didn't take any decision,[7] Swamy went to Supreme Court. On 27 November 2010 Subramanian Swamy announced that he will file a criminal case against former union minister A. Raja[8] in the 2G Spectrum Scam before the Special Court for Corruption Cases in connection with the charges of irregularities in 2G spectrum allocation. He later said that under Section 319 of the Criminal Procedure Code, he would name the other “beneficiaries” in the scam. Until today, this scam has resulted to be the most historic and the biggest in the history of India.
The 2G spectrum scam involved officials in the government of India illegally undercharging mobile telephony companies for frequency allocation licenses, which they would use to create 2G subscriptions for cell phones. According to a report submitted by the Comptroller and Auditor General based on money collected from 2G licenses, the loss to the exchequer was 176,379 crore (US$39.16 billion). The Supreme Court of India took Subramaniam Swamy's complaints on record [With Case type:Writ Petition (Civil),Case No:10, Year:2011].[9] The Comptroller and Auditor-General's report had put the presumptive loss to the government at Rs.1.75 lakh crore, but according to Dr. Swamy, the gratification shared would be only about Rs.60,000 crore. Kapil Sibal has however disputed that the Comptroller and Auditor General's presumptive loss estimate in the allocation of 2G spectrum. He said that the methodology used was "utterly erroneous" in pegging Rs 1.76 lakh crore (US$40 billion) as the notional loss while awarding airwaves for 2G phone services in 2008.

Subramanian Swamy adviced the Government of India that it should re-auction 2G spectrum after the Supreme Court issued notice to the union government and 11 firms in the alleged scam in the allocation of airwaves.

    Allegations against Sonia Gandhi

Swamy alleges that Sonia Gandhi's two sisters, Anushka and Nadia has received sixty percent of the kickbacks in 2G spectrum scam i.e. Rs.18,000 crores each.
On 15 April 2011, he sought permission of the Prime Minister of India to prosecute National Advisory Council Chairperson Sonia Gandhi in a number of graft cases under Sections 11 & 13 of the Prevention of Corruption Act. . Listing a number of instances in connection with which Sonia Gandhi could be prosecuted, in a 206-page long petition, Dr Swamy sought Manmohan Singh’s permission on the basis of what he calls prima facie cases built against the NAC chief based on documentary evidence.

Subramanian Swamy is married to Dr. Roxna Swamy who is an advocate in the Supreme Court of India. He has two daughters, Gitanjali Swamy and Suhasini Haider. Suhasini Haider is a journalist with the Indian television channel CNN-IBN.

These are the testing times for India. We cannot afford any type of political instability at the center.

The world is moving at a very fast pace, and with India continuously gaining greater and greater importance in the world, we need a stable government at the center and a PM who can withstand the pressures on international level.

Of all the names provided, I found Modi to be the fittest for the position because he is more assertive, more decisive, and has shown that he can withstand immense pressure from the powerful west. However, his being unjustifiably pro-Hindutva is a very big setback in his candidacy for the position. But since vulnerability of governments at the center brings in a balance, I am sure he will have to appease to all the minorities in the same way all other PMs have done in the past.

So in all, I would prefer Modi to Jaya/Sushri/Rahul etc.

    Arun Shourie

Arun Shourie (born November 2, 1941) is an Indian journalist, author, intellectual and politician. He has been an economist with the World Bank (1968–72 and 1975–77), a consultant to the Planning Commission, India, editor of the Indian Express and Times of India and a minister in the government of India (1998–2004).[2] He was awarded the Ramon Magsaysay Award in 1984.

In a series of exposés, many of which he wrote himself, Shourie and the Indian Express, where he became Executive Editor in January 1979, uncovered corruption in the highest echelons of the government and exposed several major scandals, including what has been dubbed “India’s Watergate. Shourie started a one-man crusade in 1981 against Abdul Rehman Antulay, the then Chief Minister of Maharashtra State, who allegedly extorted millions of dollars from businesses dependent on state resources and put the money in a private trust named after Indira Gandhi. The story caused the eventual resignation of the chief minister and great embarrassment to Gandhi and her ruling Congress Party.

Shourie's exposés resulted in a prolonged labour dispute at the Mumbai offices of the Indian Express, where a labour organizer with ties to Antulay encouraged workers to strike for a minimum wage double than what was paid at any other newspaper in India. It also resulted in a government crackdown that included a host of legal cases launched against the Indian Express by various agencies. In 1982, the paper's owner Ramnath Goenka fired Shourie as a result of continued government pressure.

Between 1982 and 1986, Shourie wrote for various newspapers and magazines, at the same time as being General Secretary of the People's Union for Civil Liberties. He was appointed executive editor of the Times of India in 1986 but was lured back to the Indian Express by Goenka in 1987. Shourie launched an attack on then prime minister Rajiv Gandhi over the Bofors howitzer gun purchase scandal. This contributed to Rajiv Gandhi's defeat in the subsequent parliamentary elections.

Among the many battles Shourie fought for press freedom, perhaps the most famous was his crusade against the government’s proposal in 1988 to introduce a defamation bill. It was widely perceived that the bill had been introduced with unusual speed in the Parliament in an attempt to muzzle the Indian Express, and the entire media community joined Shourie and the Indian Express in condemning the move.

At one stage, there were 300 cases filed by the government against the Indian Express, and credit supply from banks was cut off. Shourie, however, continued his battle against government corruption until 1990, when differences on editorial policy forced him to resign from the Indian Express. The differences involved Shourie's opposition to the implementation of the Mandal Commission Report, that sought reservations in government jobs for Other Backward Classes (OBC), which were initiated by then Prime Minister V.P. Singh's government. After that, he devoted his energy to writing books and regular columns, which appeared in different languages in 30 newspapers across India.

Shourie is a member of the Bharatiya Janata Party (BJP). He has been a member of the Rajya Sabha and also held the office of the Minister of Disinvestment, Communication and Information Technology in the Government of India under Atal Bihari Vajpayee's prime ministership. As Disinvestment Minister, he led the sale of Maruti, VSNL, Hindustan Zinc among others. His position as Minister was a controversial one, but he and his secretary Pradip Baijal are much respected for kick-starting what people believe was a best-in-class process. In a poll of India’s top 100 CEOs in February 2004, he was ranked the most outstanding minister of Mr.Vajpayee’s government.

Shourie was one of the loudest voices opposing the nomination of Pratibha Patil as the President of India in 2007. Arun Shourie authored two articles published as a booklet titled 'Does This Tainted Person Deserve to Become President of India?' in which he discussed the highly questionable past of the Congress candidate. In a detailed interview with Karan Thapar, Shourie gave voluminous proofs accusing Pratibha Patil and her kin of embezzling funds from Pratibha Mahila Sahakari Bank,a bank which she had founded and was in charge of. Reserve Bank of India (RBI), revoked the licence of the bank in 2003 after it was found out that the bank had illegally waived interest on loans given to many of Pratibha Patil’s family members .Shourie also accused her of obstruction of justice and in a murder case against her brother G.N.Patil.

Shourie is married to Anita Shourie, and they have one son.

Arun Shourie was elected from Uttar Pradesh for his two successive tenures as Rajya Sabha Member of Parliament (1998–2004 and 2004–2010).In the year 2000, Shourie pledged the entire amount (Rs. 11.90 crore) of discretionary spending available to him under Members of Parliament Local Area Development Scheme (MPLADS) to setting up of Bio-Sciences & Bio-engineering Department at the Indian Institute of Technology Kanpur. In 2005, he displayed his commitment to the cause by again pledging Rs. 11 crore for developing a separate and well-equipped building for Environmental Sciences and Environmental Engineering at the institute.
