In 1980s, there was a cooperation project named Peace Pearl offered from US for helping China to improve the jet fighter. US offered engineering team, lots of advanced equipment including F404 engineer during the project. But it was suddenly terminated by US via political reason, and so that all the beautiful anticipation gone.

Also in 1980s, when China developed and built a prototype of passenger plane (Y-10) which was relatively similar with Boeing 707, McDonnell-Douglas came to offer cooperation for building MD-82 plane in China. China was happy and then allocated resource to support the cooperation with McDonnell-Douglas. But several years later the cooperation went to end due to financial problem of McDonnell-Douglas.

Buying advanced stuff from other country is okay, technical cooperation with other country is also okay, but if the external dependency becomes the single point failure, if huge impact will be introduced without the external support, that would sound like a big risk.
