Cry for CBI probe into clashes

GUWAHATI: The Assam Sanmilita Mahasabha and Nikhil Rabha Jatiya Parishad have jointly demanded a CBI investigation in the recent Garo-Rabha clash along Assam-Meghalaya border.

They have also demanded deployment of central security forces in the ethnic violence-hit area.

Nikhil Rabha Jatiya Parishad general secretary Banikanta Rabha told re-porters on Friday, "It has been 14 days since the clash broke out, but still the governments of both Assam and Meghalaya haven't taken any concrete steps for the clash victims; no security measures have been taken also."

He added: "Altogether 41 villages in both Assam and Meghalaya have been looted and set on fire. Almost 20,000 villagers have been ren-dered homeless and are currently staying at relief camps."

He also mentioned that on January 7, they had sent a memorandum to governors of both the states, stating demands, including each clash victim should be given a compensation of Rs 10 lakh and Rs 3 lakh to those who was gravely injured. "Till now, nothing has been done," he added. "We don't know why the government is indifferent towards this problem as the situation is really grave and people are still in a state of shock," he said.

Majiur Rehman, the working president of Assam Sanmilita Mahasangha, said: "The government cannot do away with such an attitude. So we have demanded that the governments of both states should furnish a proper data of the number of people who have lost their lives in the clash and those who have lost their homes and property before the public."

He added that the police, too, are showing complete indifference, neglecting their duty to ensure law and order.

"Police are playing mute spectators in the entire issue, stating that they don't have the authority to take an action, as it belongs to another state. The Meghalaya police, too, aren't bothered at all," Rehman added. Both the organisations have called for a protest against the government at the Dispur Last Gate on January 15.

NE tribals clash for religious reasons

Religious conflicts erupted between the Rabhas and Garos Christians along the Assam-Meghalaya border. On 5th January, trouble started with four people dead and thousands are displaced. On 30th October, a temple in Williamnagar was allegedly attacked by Garos while protesting against civic polls in the Garo Hills. Prior to this, the Garos complained that Rabhas blockades restricted their movement on NH-37, the only link that connects NH-40 leading to Shillong. Rabhas were blocking National Highway 37 in Assam to press their demand for autonomy under the Sixth Schedule. This is also said to have prevented many Garo students in Shillong from reaching home in time for Christmas. On 22 December, a Garo pastor and his family was attacked while they were travelling on NH-37 during a bandh and it was alleged to be an act of Rabha youth. The Army is reported to have moved into the affected areas.

Over 34,000 people, both Garo and Rabha tribals, have left their homes and taken shelter in relief camps. A number of these people have no houses to go back to, while those who do have homes have fled for fear of being attacked. More than 7 people are killed in the clashes. At least 103 people have been arrested and 25 cases of attempted arson and rioting have been registered in the ethnic-violence-hit areas in Meghalaya

Since the time Nagaland, Meghalaya and Mizoram were carved out of Assam, the inter-state border issues combined with various social factors including active proselytization of Christian missionaries are creating simmering tensions in the region and sometimes lead to death and destruction.

Minor tiff led to ethnic clashes: Report

Shillong, Jan 17 (PTI) The recent ethnic clashes along theAssam-Meghalaya border began from a small tiff between twogroups of drunken youths belonging to Rabha and Garocommunities who were celebrating New Year on January one atManikganj in Meghalayas East Garo Hills district, an officialreport said.

    Buzz up!
A verbal confrontation took place between the groups afterwhich the Rabha group allegedly assaulted two boys of the Garocommunity. This acted as a catalyst and inflamed passions oncommunal lines, a status report on the violence prepared bythe East Garo Hills administration said.

Giving an account of the incidents as they unfolded eachday till January 9, the report pointed at rumours aboutincidents on the Assam side which led to unrest on theMeghalaya side.

''''The demand for Rabha Hasong Autonomous Council has fewtakers in the Garo community settled in Goalpara in Assam andas such there are tensions between the two communities andfrequent outbreaks of violence,'''' the report said.

''''Further, the economic blockades and bandhs called byRabha bodies are often violent making it difficult for theGaros there and in Meghalaya. During these bandhs, people inMeghalaya cannot move on the NH 37 which passes throughGoalpara - if they have to travel to Guwahati or Shillong,''''it said.

The report also pointed at several instances of armedclashes during the course of the nine-day violence, besidesrumours of involvement of militants.

The East Garo Hills administration has decided not to liftnight curfew till confidence-building measures are in placeand absolute peace prevails.
