Not only running short of combat jets, the Indian Air Force (IAF) also does not have enough fighter pilots. The latest report of a parliamentary panel has sounded alarm bells ringing on the acute shortage of fighter pilots in the IAF, claiming that it could be one of the reasons for high rate of accidents. The IAF claims that its fighter crash rate has marginally improved over the years but it continues to face serious shortage of aircraft.

The current fighter squadron strength of IAF is 35 against the desired 42. If that was not enough, the shortage of fighter pilots means lesser number of sorties.

In its latest report, the standing committee of Parliament pointed out that it was astonished to learn that IAF’s pilotcockpit ratio was only 0.81 for fighter jets. Compared to other air forces the situation is really grim. The panel also noted that pilotcockpit ratio in the US is 2:1 and even in Pakistan it is 2.5:1.

The sanctioned pilot to cockpit ration in IAF is 1.25 for fighters, 1.5 for transport planes and 1 for helicopters.

“The committee takes serious view of the fact that our squadron strength is already short of what has been authorised by the Government and moreover, insufficiency in number of available pilots in the Air Force further deteriorates our operational capabilities,” said the parliament panel headed by Major General (retd.) B.C Khanduri.

The IAF reported 83 accidents between May 2007 and January 2015. The panel also claimed that there was a problem in the training of pilots which is contributing to frequent accidents.

“From the above information, it is evident that there is either lacuna in training that is being imparted to our pilots and support officials or the systems installed are technically illequipped,” said the panel adding that onus of accident was on the senior management of IAF.

The panel has noted that the fighter squadron strength of IAF will reduced to a paltry 25 by 2022.

To overcome this critical shortage, the NDA Government recently went for a fast-track purchase of 36 French Rafale multi-role jets after scrapping the acquisition programme for 126 of these fighters initiated by the UPA government.

The Air Force hopes to increase the number of Su-30 MKIs in the coming years to cope with the deficiency. It is also looking at the induction of Rafales and Light Combat Aircraft (LCA) before the proposed deal with Russia.

Su-30 is operated by two pilots and both log the flying hours irrespective of who was PIC. So for one flight hour, you get experience for two pilots. Low flying rate of Su-30MKI cud also be due to this factor in addition to maintenance issue.

Yes but for real operation you need two experienced pilots for the mission so it increase your needs.

This shortage is actually due to SU-30MKI. We have 200 of them and that means 200 additional pilots compared to a single seat fighter. 200 pilots mean that we can have sufficient pilots for another 10 sqns.

low year;y flying hours of Su30MKi is myth

Su30MKi are logging more that 240 Hr / year
    why have we shifted from

lower LCC costs cheaper maitainance /

because claculations have shown those to be false ?

The idea behind having two pilots for Su-30 MKI is based on wisdom of IAF that when there are two pilots, one pilot can focus on flying and the other can handle the Weapon systems and hence together they can complete the mission. The Russian Flankers were mostly single seat planes, except Su-34 which is more specialized long range strike version. Only after Su-30 K was used by IAF and then suggestions given to Russia for the modifications one of which was two seat in Tandem.
BTW, the controls on Su-30 MKI are duplicated for both the pilots. Hence I feel that maybe its possible for even a single pilot to fly and complete the mission.

If availability rate is poor, then I think only some MKIs are doing 240hr/year. And it is possible that some are doing less than 100hr/year. And some may be more than 100 but less than 200hr/year.

I doubt flying hours are uniform throughout the fleet for individual aircraft. Maybe they look at it at squadron level for an average number.

In a few years, the IAF is going to want at least 60 fighter pilots every year, if they plan on inducting Tejas, alternate LCA, Rafale and FGFA together at 16 per year for each type.

some of the reasons for shortage are also due to IAF. RAF & USAF has two stage training pattern to OCU but IAF has three stage training pattern. There is no need for IJT after IAF inducted Pilatus. But even now, just to earn some bribes, IAF is insisting on IJT, that too imported one.
RAF uses just Tucano and Hawk for training and after that the pilots are sent to Typhoon sqns for OCU.

availabiloity rate means at any given time how many are available

it does not mean that all those are not available through out the year

    what it means is

right now we have 200 Su30Mki with availability at 60% means 120 are available which means this month thos may be flying more than 20 hours

next month again the same 60% availability will still mean that only 120 are available but it wont be the same aircraft that were in service last month will still be in service this month (those serviced will go back to active duty & those needing serivce will be called in for service from active duty)

this 240 hrs is yearly - an aircraft may fly 30 hrs this month 10 hrs next month due to being unavailable but 240 throught out the year

and if you think it will not be tracked at individual level then how can they be identified for Overhaul - Preventive maintainance, life cycle etc

what a stupid assumption at this level

It doesn't fit with the vstol jockey story that the first SU 30 overhaul was done on a plane after 15 years and with only 1500 h of Flight.

Your ability to discern my name and type that legibly has been lost. I would suggest learning from little children the ability to read and write again.

When availability rate is low, it means the aircraft that should be available for flying duties is sitting inside a hangar being repaired. It means that's one less aircraft to fly.

If the original objective is 20 hours in one month, but that aircraft is under maintenance, then that means it is not flying, hence not achieving the required flight hours.

The aircraft will be earmarked for just 20 hours the next month again. Whatever was lost while in the hangar is considered lost. They won't fly extra hours just to make up for it.

Pilots are allotted specific timetable for flying, it won't be changed at everybody's whims and fancies.
