    It's not a game changer, since it's based on the changes made in the DPP 2013. The policy changes back than invited privat industry into the defence market:

    The SP changes seems to be more precise directives / guidelines for the privat companies, to participate in specialised (strategic) tenders.

    It also seems to rule out the participation of state owned PSUs in SP tenders. Could be a give away for the privat industry to invest more into the defence field, to compete each other only.

    Coupled with the FDI increase, it's a further addition to what started in 2013.
