India, IMHO, needs to figure out who their enemy is. Initially it was Pakistan and China, now it also includes Kashmiri or rather certain portion Kashmiris. We have two approaches to this new enemy.

    1. A mass killing, which I will like to believe should be avoided.

    2. A more humane dissolution of this community inside India.

In practice, I believe it will be a combination of both the above ways for a final solution to this Kashmiri question. This means we will need to move large number of Kashmiri from Kashmir into other parts of India, may be by motivating them with work, salary, education, good life and above all - total absence of army. We should not concentrate them in one place but disperse them all over India, by giving them jobs, education opportunities etc. The ones still remaining adamantly in Kashmir will then face the first approach, if they are separatist. For bulk of Kashmiri, the out of sight, out of mind approach will work. In few decades, their children will not even know where they came from.
