MUMBAI: Gujarat Chief Minister Narendra Modi alleged on Thursday that investors who attended the vibrant Gujarat summit organised by him are now being harassed by the central government. Modi said on Thursday that just like the CBI the central government is also using the income tax department to target people who support BJP-run governments in various states and Gujarat was being treated like an enemy by the central government.

Narendra Modi spent a day in Mumbai on Thursday. He met captains of the industry, had a meeting with Shiv Sena President Uddhav Thackeray and later delivered a speech at the Bombay Stock Exchange. Modi launched a scathing attack on the Congress party and UPA government in the centre in his speech.

"In the last 60 years the rulers in this country have damaged the democracy by destroying the constitutional institutions one by one. They have interfered in every organisation and used it to run their political agenda. Everybody know how the CBI is being used for political agenda but now I have been told that even investors who came to attend my Vibrant Gujarat summit are being sent Income Tax notices and are being harassed. The government is using all its machinery to pull down the governments run by BJP in various states," said Modi.

"The rulers sitting in Delhi are destroying the Federal Structure of this country. Gujarat government is being treated by the Centre as if its their enemy. The centre must not be treating even Pakistan this way", Modi added.

"People must understand that democracy does not work like a contract given for five years to somebody who will rule the country. People have to be vigilant and correct their mistakes if they have chosen the wrong party in the past. Time has come for change and people must be alert", Modi said.

Modi illustrated some examples of how development projects were implemented in Gujarat. "Political interference in bureaucracy is harmful but intervention is useful. The country should not just run on procedural audit by talking about how every procedure was followed. It must take up performance audit on whether the work done by government or its contractors has been up to the mark," he said.

Referring briefly to the Isharat case Modi said "Its really funny the way two biggest agencies of the central government are fighting with each other. The CBI and IB are firing salvos at each other. Because of this battle it got exposed that the CBI was being used to target me."

Modi Meets Uddhav: Modi had a meeting in the afternoon with Shiv Sena President Uddhav Thackeray. Just a couple of days ago Shiv Sena mouthpiece Saamana targeted Modi in its editorial and later Thackeray moderated Sena's stand on Modi saying the Sena will always support him. Modi and Thackeray held talks for about 25 minutes. Discribing the meeting BJP MP Gopinath Munde said "Both leaders discussed the strategy for Lok Sabha polls and decided that BJP-Shiv Sena's target should be to win atleast 30 seats out of 48 in Maharashtra."

Modi had a meeting behind closed doors with the captains of industry at the Taj hotel in Colaba. Sources said various policy issues were discussed by the Gujarat CM with business leaders.
