On November 25, 2013, Pakistan’s ISPR announced that the Pakistan Army and
PAF had inducted the first batch of ‘indigenously developed’ strategic UAVs, namely
the Burraq and Shahpar UAV Systems, into the Pakistan Army and PAF. It was
claimed that the Burraq has been developed by Pakistan's state-owned NESCOM.

However, a closer examination of the photo of the Burraq released by the ISPR clearly
proves the fact that it is merely a NESCOM-assembled CH-3, which has been developed
by China Aerospace Science and Technology Corp (CASC) and AVIC Defense
    as a
multi-purpose medium-range UAV system suitable for battlefield reconnaissance, artillery
fire adjustment, data relay and electronic warfare. The CH-3 can be armed with twin
    laser-guided AR-1 anti-armour missiles, has a cruising speed of 220kph, 12-hour maximum
    endurance, and a 200km line-of-sight communications radius
    .

All these UAV designs are based off Rutan aircraft designs.

From now on, US can claim that PAF is shooting down rockets which are killing Pakistanis and not CIA. That will paint the faces of people in Pak black. They can claim that drone attacks are being done by PAF and being wrongly blamed on CIA. They can infact go even more hostile in using their own drones and blast away whole of Pakistan. India does not have UCAV yet so no one can blame us.

By that measure your Rustom MALE or whatever it's called is also based off Rutan and deserves zero marks.
The Rutan design is a good one and lots of small UAV I've seen with this kind of design.

they don't know about GIDS and SATUMA
and then NESCOM and PAC Kamra

All 4 organisations make more than a dozen types of UAV.

Rutan design was first adopted by Indians as being best for UAV and no one on earth can deny this. After that came Piaggio P-80 design for UAV.

My point exactly, it's a good design, used by everyone.

But you can't claim you did it first so it's your right, whereas the person who does it next should be vilified.

    I disagree with that.
