    army chief informed the defense minister immediately ,no action from defense minister ...when this Incident came on media he suddenly ordered a CBI probe ...this probe is just an exercise to save the face nothing will come out ...once again anthony proved his opportunistic politics

    actually army chief never said that he was offered 14 cr .... the amount ... the interviewer asked him question "was bribe offered to u of "14 cr" to clear some files and he that got away becas u dident take any action"

    Of course,What Antony did was nothing but face saving.But there are many other questions.Why is Army chief telling all these things now? What was he doing all along in the past? How come somebody has approached a general and tried to bribe him.And why didn't he registered an FIR if someone came to him and offered a bribe,that was certainly the right thing to do.These are all genuine issues, which the he should answer.

    The Central Bureau of Investigation (CBI) has called NRI businessman Ravi Rishi, owner of UK-based Vectra group, for questioning in connection with alleged irregularities in supply of all-terrain Tatra trucks through state-owned BEML to the Army and it is likely to register a case soon. CBI sources said Rishi, who is in the national capital, has been called for questioning in the connection with the alleged irregularities in the deal. CBI Director A P Singh had examined a report forwarded by one of the joint directors of the agency who had opined that a case could be made out and a thorough investigation was required, the sources said.

    The deal came under scanner after Army chief General V K Singh had alleged that he was offered a Rs 14 crore bribe to clear a file related to purchase of trucks. The Defence Ministry has sent a reference to the CBI seeking a probe in the allegations. However, the agency is waiting for a complaint from Gen Singh before initiating a probe into his allegations. The sources said based on the reference, two separate cases could be registered by the agency -- one related to the deal and another to the alleged briber offer.

    On the alleged involvement of agents and lobbyists in placement of orders for the Tatra trucks, state-owned BEML chief V R S Natarajan has said, “In last 26 years, from 1986 onwards, BEML assembled manufactured, supplied 7,000 Tatra trucks. All of them have been done on single nomination basis, single inquiry basis.â€Â￾ “This type of equipment nobody in world makes, because of its superior technological features. When I am the single vendor and there is no competition, there is no influence required,â€Â￾ he said. The name of Tatra and Bharat Earth Movers Limited was taken by the Army in a press release issued by it on March 5, alleging that retired Lt Gen Tejinder Singh had offered a bribe on behalf of Tatra and Vectra Limited.

    Media reports on Friday (March 30) suggest that Union Defence Minister AK Antony was formally apprised of the alleged Tatra trucks scam as early as 2009. According to the reports, Congress leader D Hanumanthappa wrote to Congress President Sonia Gandhi in August 2009. The letter stated that the BEML CMD placed an order worth Rs 6,000 crore for Tatra trucks from a UK agent and not from the Original Equipment Manufacturer (OEM) in violation of defence procurement guidelines.

    The letter enclosed a detailed submission from then assistant general manager of BEML’s ‘Trucks Division’, that clearly established how BEML, violated defence procurement guidelines in the purchase of Tatra trucks. Reports suggest that the letter was followed by a second one from Ghulam Nabi Azad on behalf of Sonia Gandhi asking for necessary action. The Ministry of Defence replied stating the matter was under investigation. However both BEML and Tatra have stated that all deals were completely above board and in line with stated procedures.

    CBI probes Tatra truck deal; conducts search at four places

    Launching its probe into Army Chief Gen V K Singh's allegation of having been offered bribe by an equipment lobbyist, CBI today registered a case for alleged irregularities in supply of all-terrain Tatra trucks through state-owned BEML to the Army. After registering a case against unnamed officials of the Defence Ministry, Army, BEML and Vectra for alleged criminalconspiracy to cheat and indulge in corrupt practices, CBI officials carried out searches at four places in Delhi, Noida and Bangalore, official sources said.

    The FIR also names Vectra group Chairman Ravi Rishi, who is a majority stake holder in Tatra, and the agency is looking into purchases from 1997 onwards, the sources said. CBI sources said British national Rishi, who is in the national capital for the Defence Expo, was called for questioning in connection with the alleged irregularities in the deal.

    As CBI teams began with the searches, the Defence Minsitry came out with a statement saying the Defence Ministeraccorded his sanction for a CBI investigation on February 21, 2012, much before the case hit the headlines in the media.A day after receiving a letter from Ghulam Nabi Azad, on October five, 2009, forwarding the complaints of DHanumanthappa, addressed to Congress President Sonia Gandhi onBEML, Defence Minister A K Antony had asked the Secretary(Defence Production) to look into the various issues raised in the complaint.

    "Records show that the vigilance wings of MoD and BEML are examining the matter and there are also correspondence between CBI and Chief Vigilance Officer of BEML on these allegations," the Defence Ministry statement said.     The CBI on Sunday (April 1) issued a restraint order to prevent London-based NRI businessman Ravi Rishi, an accused in a case of alleged irregularities in purchase of Tatra trucks for the Army, from moving out of the country. The agency has alerted all airports and exit points to ensure that he does not leave the country, official sources said. Rishi was not available for his comments and his company, when contacted, refused to react to the development, saying it were cooperating with the CBI in the case.

    57-year-old Rishi, named as an accused in the agency's FIR in alleged irregularities in purchase of Tatra trucks for the Army, has been questioned twice so far by the CBI and was likely to be summoned again. Rishi has termed the allegations against him as unfortunate, saying the trucks were sold through public sector undertaking Bharat Earth Movers Limited. He also said the charges levelled with regard to Tatra trucks by Army Chief Gen V K Singh were baseless.

    The move comes after the Army chief complained alleging Lt Gen (retired) Tejinder Singh had offered him a bribe for clearing a consignment of "sub-standard" trucks. Lt Gen Singh has refuted the allegations and has filed a defamation case against the Army chief and some other senior officers. CBI officials will be seeking more details from the Army chief before they decide on whether to register a preliminary enquiry or a case in connection with the bribery charge. The sources said the Army chief was expected to soon provide more material about the alleged bribe offer.
