I don't think they are scared, they are worried about how stupid the bill is- I'm sure Pranab Mukerjee will give his actual views after he retires in 2014. Mass policing can only lead to anarchy. This is like the food security bill, create a massive social investment and pour rice on people. I am hoping the parliament would pass GST, FDI in aviation and retail and Direct Taxes Code. GST obviously can add some numbers to the GDP, you know how super rich can get away with paying only 30% tax, it's time for tax reforms.

Here is another list of TOP 10 scams in India.....
Almost all are fielded with Congress and related persons...and OBVIOUSLY CONgress in NO. 1....

    http://trak.in/tags/business/2010/11/25/top-10-corruption-scams-scandals-india/

    The Top Scams in India

    1) 2G Spectrum Scam

We have had a number of scams in India; but none bigger than the scam involving the process of allocating unified access service licenses. At the heart of this Rs.1.76-lakh crore worth of scam is the former Telecom minister A Raja – who according to the CAG, has evaded norms at every level as he carried out the dubious 2G license awards in 2008 at a throw-away price which were pegged at 2001 prices.

    2) Commonwealth Games Scam

Another feather in the cap of Indian scandal list is Commonwealth Games loot. Yes, literally a loot! Even before the long awaited sporting bonanza could see the day of light, the grand event was soaked in the allegations of corruption. It is estimated that out of Rs. 70000 crore spent on the Games, only half the said amount was spent on Indian sportspersons.

The Central Vigilance Commission, involved in probing the alleged corruption in various Commonwealth Games-related projects, has found discrepancies in tenders – like payment to non-existent parties, will-ful delays in execution of contracts, over-inflated price and bungling in purchase of equipment through tendering – and misappropriation of funds.

    3) Telgi Scam

As they say, every scam must have something unique in it to make money out of it in an unscrupulous manner- and Telgi scam had all the suspense and drama that the scandal needed to thrive and be busted.

Abdul Karim Telgi had mastered the art of forgery in printing duplicate stamp papers and sold them to banks and other institutions. The tentacles of the fake stamp and stamp paper case had penetrated 12 states and was estimated at a whooping Rs. 20000 crore plus. The Telgi clearly had a lot of support from government departments that were responsible for the production and sale of high security stamps.

    4) Satyam Scam

The scam at Satyam Computer Services is something that will shatter the peace and tranquillity of Indian investors and shareholder community beyond repair. Satyam is the biggest fraud in the corporate history to the tune of Rs. 14000 crore.

The company’s disgraced former chairman Ramalinga Raju kept everyone in the dark for a decade by fudging the books of accounts for several years and inflating revenues and profit figures of Satyam. Finally, the company was taken over by the Tech Mahindra which has done wonderfully well to revive the brand Satyam.

    5) Bofors Scam

The Bofors scandal is known as the hallmark of Indian corruption. The Bofors scam was a major corruption scandal in India in the 1980s; when the then PM Rajiv Gandhi and several others including a powerful NRI family named the Hindujas, were accused of receiving kickbacks from Bofors AB for winning a bid to supply India’s 155 mm field howitzer.

The Swedish State Radio had broadcast a startling report about an undercover operation carried out by Bofors, Sweden’s biggest arms manufacturer, whereby $16 million were allegedly paid to members of PM Rajiv Gandhi’s Congress.

Most of all, the Bofors scam had a strong emotional appeal because it was a scam related to the defense services and India’s security interests.

    6) The Fodder Scam

If you haven’t heard of Bihar’s fodder scam of 1996, you might still be able to recognize it by the name of “Chara Ghotala ,” as it is popularly known in the vernacular language.

In this corruption scandal worth Rs.900 crore, an unholy nexus was traced involved in fabrication of “vast herds of fictitious livestock” for which fodder, medicine and animal husbandry equipment was supposedly procured.

    7) The Hawala Scandal

The Hawala case to the tune of $18 million bribery scandal, which came in the open in 1996, involved payments allegedly received by country’s leading politicians through hawala brokers. From the list of those accused also included Lal Krishna Advani who was then the Leader of Opposition.

Thus, for the first time in Indian politics, it gave a feeling of open loot all around the public, involving all the major political players being accused of having accepted bribes and also alleged connections about payments being channelled to Hizbul Mujahideen militants in Kashmir.

    8) IPL Scam

Well, I am running out of time and space over here. The list of scandals in India is just not ending and becoming grave by every decade. Most of us are aware about the recent scam in IPL and embezzlement with respect to bidding for various franchisees. The scandal already claimed the portfolios of two big-wigs in the form of Shashi Tharoor and former IPL chief Lalit Modi.

9,10) Harshad Mehta & Ketan Parekh Stock Market Scam

Although not corruption scams, these have affected many people. There is no way that the investor community could forget the unfortunate Rs. 4000 crore Harshad Mehta scam and over Rs. 1000 crore Ketan Parekh scam which eroded the shareholders wealth in form of big market jolt.

I Have a came across this "Bolded statement" from many other and i have to say that this is very exaggerated statement.
I am not talking about Anna Hazare's bill which is not a detailed one and the parliament can't really accept all his demands but the one that was brought up by the congress which was said to be "Toothless" by many needs to be amended.Lokpal won't be like a "Supercop" or something that will lead to Police state in this country.Infact it will be on similar line's with other Anti-corruption wings like CVC,CBI.They can merge both of this into a single authority in order to make it Powerful to tackle corruption.Making it an Independent organization is an important point without govt Influence w/o which it can't probe this Powerful Politicos of corruption. It will be and should be accountable to citizens of this country. The CBI is a complete failure being under govt Influence which needs to be changed. The Lokpal will only have power to Probe and Prosecute those alleged of corruption.when you talk about the scenario where what if any member of Lokpal turns corrupt,In that case he can be Probed by SC Further.

The bill ain't stupid,it is the need of the time when the System is so corrupt and is an obstacle for growth of this nation. And i am not talking about the bill that congress Brought and passed in LS,It needs to be amended to make the Lokpal more stronger in order to tackle corruption.you should Look up at the success of ICAC in Hong Kong,People there use to think in same way that such Organization won't be able to tackle corruption but it turned out to be quite a success. Why not bring such strict law in India for a change ?

Congress needs to be serious on Lokpal issue and should Lookup at the amendments that were brought by the Opposition or get ready for another Nationwide protest.

It is high time people learned that legislations don't improve the situation any better, the fact that so many educated youths get taken in by those subliminal speeches is so shocking. We already have prevention of terrorism and prevention of corruption. The fact that these two legislations don't work is that India is not in a position to act on them yet. The same goes to another acrobatics known as the lokpal, it is another piece of massive institution, I can guarantee with confidence that cases related to corruption will emerge inside lokpal institutions few years after it is bought into legislation. Institutions improve with the people and it is directly related to socio-economic situation in the country. How can any institution work if the underlying problems aren't resolved? A government worker keeps taking bribes in new and innovative ways, because his situation has made him take desperate measures which enables him to act illegally. I do feel sorry for such people who are helpless and like narayana murthy said- you can trap corrupt acts up to some extent by the use of computerization/electronic transfers but the rest is related to 75% literacy which is catching up now, low income is also another cause and caste/quota system.

    a) around the world legislation is THE way to change lives
    b) A lot of people give vague resons why india is corrupt when in reality there is only one- too much government- exit industries and become better regulators. That is how you reduce corruption over time. That is how the US and Europe achieved lower corruption. As government shrinks, you reduce the number of people in the system to monitor.

Legislation don't change lives, otherwise lives would have changed here by now. Denmark for instance places highest emphasis on education and also has attractive income levels, this enables them to act upon any legislation they bring about with a more committed approach.

Look we cannot be too Optimist when it comes to eradicating corruption,I agree. It cannot be eliminated totally as Corruption doesn't only lie in Political system alone and there are different forms of it.When it comes to a Public servant, yes it's his social and economical condition that make him take bribe and indulge in illegal acts.there is Lack of transparency in Public services and the receiver of such services being largely poor and illiterates Makes it a further problem.the lack of accountability leads to corruption.

But you must agree that the present Anti-corruption law's and other other such law's are obsolete and are unable to cope up with the problems in society.I Can assure you that a strong and strict Anti-corruption Law can reduce the corruption [Atleast the one which exist in Political system and the govt machinery] to considerable amount.Equally the responsibility doesn't only lie on such Legislation's and Anti-corruption Institutions, but the general public. The People of this country needs to be serious while combating corruption until and unless which corruption can never be thought of eradicated or at least reduced.

If the Cases of corruption are found in Lokpal Machinery then the Corrupt ones can be immediately removed and Probed by higher Judiciary. When you talk about Corruption In Judiciary there is a seperate bill proposed for same. The Lokpal machinery will/should come under the current prevention of corruption act.we have to start from somewhere, why not this

Neglecting the issue will make it more dangerous to the growth of this country. It Hinders the growth of the country and should be looked with concern. The present system has not been effective one and needed to be amended.

I am not interested in who killed and forced out Hindus/ Sikhs from Pakistan. Fact is from 40% their numbers reduced to less that 3%. Same in B'desh. Same way, fact is Hindus were forced out of Kashmir valley. Who exactly diddit, matters not. Harsh fact is that the Hindus were victims at the hands of "arch" seculars. Why insurgency in Kasmir? 'Cause population is nearly 100% "super" patriots. Poor sods, driven by "foreigners". Ever asked if the Kasmiris consider even Afghans as foreigners?

Who are the extreme right winger Hindus hated by Hindus themselves? What are the muslims, if not extreme right wingers?

Yes, 1947 genocide of Hindus can be blamed on Cong. But is the Muslim Leaugue completely innocent?

And don't try to manufacture things like BJP liberating J&K completely in 47-48. But the harsh fact is that Cong was in power, and gifted it to Pakistan. Harsh fact : Nehru allowed Aksai Chin be occupied. He also allowed the 1962 fiasco.

BJP tackled only one case ie Kargil and got it back successfully. Any example from Cong regimes?

I think history is not your strong subject. Creation of a country out of Indonesia was puirely on religious grounds. Sudan split on similar grounds. So did Yugoslavia before that. Mind you crusades and jihads had been launched on religious grounds. Come on, why were Indian muslims so much enamoured of Caliph when his country men threw him into waste basket? Religion. Why Pakistan? religion. Why insurgency in NE? religion.

It seems if the congis keep ruling by 2020 they would declare India an Islamic Jumeriat.

The Diwan-e-Khaas at 10 Janpath has clearly declared war on India and its people.
