IPS Officers are the cream lot of talent in India. It is dream of many students to become IPS officers. These people r most capable lot in the country in terms of talent hard work knowledge and intelligence. The selection process is very tough and only the best candidates get selected.

The recent blasts got me thinking, if IPS officers are so capable why our internal security is in doldrums. certaily not everything can be blamed on politicians. day to day running is done by IPS officers and certainly i refuse to believe that politicians interfere in the day to day working of police.

inadequate training, lack of modern arms, low morale and political interference are major reasons for the low standard of police forces. But i was searching for something more.

it is then i compared the leadership of IPS and army officers.

we have seen on live television young lieutenants and captains leading platoon and sections into the battle. they lead the troops into the battle. they r the first ones to face enemy shells, bullets and mortars. They have close relationship with the troops. they eat live and die with the troops.

there are hundreds and thousands of stories of young officers staying back to face the enemy brunt so that their juniors or colleagues could escape and save their lives.

Now let us see the leadership qualities of IPS officers in intrnal security situations. he is busy sitting in air conditioned office. his work is related to "managing" the police force. he is just like a manager of a company or govt organisation sitting in air conditioned office.

how many time have we heard stories of IPS officers refusing postings to Maoists affected areas. they pay hefty bribes for lucrative postings. even in maoists affected area the operations are led by junior staff with only a handfull of IPS officers taking initiative to get down to "field level". they think that operations can be directed from air conditioned offices. hundreds of police men have been killed by maoists and one will find that no. of IPS officers Killed in action are ver very low. this is because they simply dont participate in operations.

the critics will tak name of hemant karkare and few others but i m sorry. there are enough reports of IPS officers not reporting to duty during 26/11 (barring a few).

P.S : the intention of this thread is not to compare army and police nor is it to compare selection process. the intention of this thread is to highlight to members the difference in leadership qualities during combat operations.

there is a difference... the structure and work of army and police are different... this is not the lack of leadership quality of IPS because if this was the issue a new training program will do the work... they are top brass of Police just as Brigadier and above in army (just a comparison on duties performed not on the basis of ranks.) 2nd thing is how many soldiers are attached in a platoon lead by a Lieutenant and the police force lead b IPS...

so you can't compare them there is different type of leadership is required in both areas and the are providing that..

the moist problem is not for police it is for para-military...

My dear bro there are very many differences. The class-1 services in India have a seniority like this
    Armed Forces
    IFS
    IAS
    IPS
    IRS
    etc.
NDA is the only and the first ever avenue available to join the top most service with just 12th class education thru an exam conducted by UPSC. As you may be aware all central gazetted posts have to be recruited thru UPSC only. IIT, PMT and engg college exams are also held after 12th. Those who are not able to get into any of these prestigious institutions spend their time in the canteens of the colleges. This shit rises to be the IFS/IAS/IPS. You will be shocked to know that less than 1% of all IPS officers actually ever opted to be IPS. They all accepted their third choice after failing to make the grade as IFS/IAS. What can you expect from a guy who is trapped in a service which was never his first choice? All the fighting in paramilitary forces is done by direct recruit Asst Commandants/Deputy Commandants. The IPS never evr goes to fight but they deny these direct entry officers promotions as the mandate of all paramilitary forces is such that they will have to be commanded by IPS guys only in fact all promotions beyond DIG is reserved for IPS officers only.

Just today I saw on TV the new DG of BSF. He looked more pregnant than Farah Khan was with her triplets. I doubt whether this DG ever did anything other than collect bribes.

You are right friend but the guys who opt for civil services are not junk they have different set of mind and that mind set is needed to run civil government. Army is run by iron-hand and thats why they are so disciplined but you can't run society with same approach... so IPS got a different type of training... the real problem is the bureaucracy system which belive in more procedure and less work... what we need a better training for IPS officers who goes in para militarily and a new system which delivers.

so there is no need to compare Army office and IPS officer because both get different training and work in different type of environment.

I can't make you guys understand... Just consider the difference b/w Civil administration and Military administration. What is more tough leading highly disciplined 1 million person with thousand of officer or leading 1.21 billion undisciplined and less civil people for day to day work with just 5000 IAS/IPS

The following reply if not against any particular service or force.. its JUST PLAIN FACT...

    1. There is not comparison between army officers and IPS officers. They are two different breed all together. Which is explained in detail as under
( A ) The army officers (of the fighting arms like infantry, armd and special forces) are ground soldiers and are aware of each and every man they command. They share a personal bonding with their troops. The men they command are exceptional soldiers who have high moral and discipline and hence the same is expected out of them. The regimentation in army makes each and every army unit an exceptional fighting unit capable of achieving impossible targets ( like kargil war ). The officer who join army are there only for advanture and love for country. The special forces of the India army ( para commandos also called " The balidan toli" ) are the best in the world. The physical fitness and mental toughness among the army officers is the best among any force in the country. Even the chief of the army has been a ground soldier, hence that makes him a true and better commander. There have been corruption cases in army but it has been seen that very senior army officers have been court marshaled and punished, which shows that no matter how high ranking officer is, he will punished and held accounted for if he is corrupt.

( B ) The IPS officers are on the other side are not ground soldiers infact they are out of the reach of majority of their ground troops. It may be because of the large area they command. It is a common know fact that the police force is corrupt in many states hence the troops the IPS commands are neither high in moral nor in discipline. Thought corruption is rampant in police it is never seen or noticed (barring extreamly rare cases ) that any high ranking police officer is ever caught. More over it is expected that IPS officers will be very rich thought theie pay is lesser than their counter parts in army ( It explains all ). its sad but true. Only very few IPS officers will be seen physically very fit ( even the fitter lots are no way close to army standards). It is a common norm in IPS to challenge their posting ( where as in army even the tough field posting are taken with smile ). There is a false sense of elitism which is around the IPS officers. They go directly at top post in central police organisation and just have good time and come back because the very fact of leadership is lacking- that is till the time u have not been a ground trooper u will never be able to a good commander. That makes them just paper tiger who can only plan on paper and does not know what happening on ground.

one can understand from the above fact that who is efficiently trained.
