    The Indian Navy on Tuesday said it is not looking at including the indigenous Air Independent Propulsion (AIP) system in the last two Scorpene submarines, and it could be added later during retrofit. Vice Admiral G.S. Pabby, Controller of Warship Production & Acquisition, Indian Navy, said the project is progressing well, but will not be included in the Scorpenes.“AIP is progressing very well, it is progressing on schedule and I think it will be ready well before requirement,” Pabby said. “For the Scorpene class – we are not looking at five and six. We will do it as a retrofit if we have to do it,” he said. The indigenous AIP, being developed by Maharashtra-based Naval Materials Research Laboratory (NMRL), is a fuel cell replacing diesel in the conventional submarines. Initially, the Navy was looking at fitting at least two of the six Scorpene submarines with the system. Later, officials had said they expected to fit the system in at least the last of the boats as the programme got delayed. With this system, a conventional submarine that needs to surface every three to four days for oxygen, can stay under water for up to two weeks. Developing this technology is costing India around Rs 50,000 crore. The system, which is based on a fuel cell, converts methanol like substances to produce hydrogen, which is the fuel that runs the cell in producing electricity. While diesel engines need oxygen to function, these cells are air independent. It also makes lesser noise, increasing its stealth, the most critical feature of a submarine. Conventional submarines with the Indian Navy fleet lack this critical technology. On the other hand, submarines of the Pakistani Navy, mostly procured from France, are equipped with the AIP. In 2005, India purchased six Scorpene submarines for US$3 billion. These submarines are being manufactured under a technology transfer agreement by the state-owned Mazagon Docks in Mumbai in collaboration with French group DCNS. The submarines were initially to be delivered between 2012 and 2016. However, the project is running almost four years behind schedule, and the first of the six Scorpene submarines, named INS Kalvari, is currently undergoing sea trials.

    Scorpene submarines: the Australian senator, his assistant and the leak of confidential data

    On August 20, a former Australian submariner, who had become an assistant to an influential politician, photocopied thousands of confidential documents on Indian Scorpene submarines. A little more than a week later, the details of the leak broke out on the front page of a daily newspaper, triggering the fury of the countries concerned. In Australia, where DCNS had just won a contract to build the future submarines, some were wondering if the program was in good hands.

    The man who triggered the storm is Rex Patrick, adviser to the powerful South Australian senator Nick Xenophon. The King Maker of the Senate knew what his assistant was doing and supported him.

    The leak involved thousands of pages of confidential information about the Scorpene submarines, their sonar, their acoustic signature and the combat system. The documents had been taken from Paris in 2011 by a subcontractor before arriving in Australia thanks to Mr. Patrick.

    Australian journalists also discovered that Mr. Patrick had tried to inform the Australian Ministry of Defense in 2013. But the officer to whom he spoke did not react. It seems that Mr. Patrick would have spoken to this officer for five minutes in an office of Parliament and even showed him some of the documents.

    For three years, neither Paris nor New Delhi, remained in the ignorance of the 22,000 pages of documents, until The Australian publishes the information.

    Mr. Patrick did not hand over the 22,000 pages of paper to the newspaper, but informed him of their existence and handed him some redacted pages to prove the existence of the leak.

    According to the metadata of one of the documents published on the log site, the username of the creator of the document is "patrickr". They also show that the documents were sent from an Adelaide office, which would be the electoral permanency of the senator.

    The next day, Senator Xenophon asked the Australian government to suspend negotiations with DCNS.

    The documents were taken from DCNS in 2011 by a former naval officer, working as a subcontractor of DCNS. He and one of his colleagues were hired by Quantum Ark Technologies, a Kuala-Lumpur company, to train the Malaysian Navy.

    But the 2 French would have been angry with its owner. Access to the offices was denied, preventing them from recovering their business, including the Scorpene files.

    They are the main target of the French investigation and could be pursued. We do not know where they are. We do not know what Quantum Ark Technologies knew. The company refused to make a statement.

    Mr. Patrick received the training contract from Quantum Ark Technologies in 2013, occupying the office of the 2 French, and received a disc with the confidential files.

    He knew he had stolen documents. However, he did not try to alert DCNS or to return the documents to him. Working for the "shadow" defense minister, David Johnston, Mr. Patrick informed a visiting officer in Senator Johnston's parliamentary office of documents. Mr. Patrick did not seem to have been clear enough to convince the officer, who was not working on the future submarine program, of the importance of the documents.

    It appears that the officer only spoke of these documents to the Navy after the article was published in August.

    It is unclear why Mr. Patrick did not continue his conversations with the defense, or why, instead of anonymously addressing journalists, he did not ask the honorable senator to publicly disclose evidence that the Australia had experienced security problems in the past. The honorable senator refused to answer those questions.

    The question is whether other forces have been at work to undermine DCNS. The French authorities would think that other interests had exerted their influence. The CEO of DCNS, Hervé Guillou, hinted that rivals would have participated, calling the flight "economic war".

    Several sources have indicated that TKMS, the unfortunate rival of DCNS for Australian submarines, is conducting its own investigation.

    It is intriguing to note that the metadata of one of the PDF files created by Mr. Patrick on a Konica Minolta printer in Adelaide shows that shortly after it was modified in Europe before being sent back to Australia. The time zone is GMT + 2, the prevailing summer in France and Germany.

    Mr. Patrick is not currently being investigated by the Australian authorities. He would have retained his security clearances with the Ministry of Defense, for which he is a

    The Navy on Thursday successfully test-fired an anti-ship missile for the first time from an indigenously built Kalvari class submarine.

    The Navy described the launch as a significant milestone in enhancing its "sub-surface" warfare prowess.

    The weapon was fired from the submarine, the first of India's six Scorpene-class submarineswhich are being built under the Project 75, and it "successfully hit" a surface target during the trial in the Arabian sea. All the six diesel-electric attack submarines will be equipped with the anti-ship missile, which has a proven record in combat, the defence ministry said.

    These missiles will provide the vessels the ability to neutralise surface threats at extended ranges.

    "The missile successfully hit a surface target at an extended range during the trial firing. This missile launch is a significant milestone, not only for the Kalvari, which is the first in a series of Scorpene class submarines being built in India, but also in enhancing the Indian Navy's sub-surface warfare capability," the ministry said.

    The submarines, designed by French naval defence and energy company DCNS, are being built by Mazagon Dock Limited in Mumbai.

    These two Scorpenes or Kalavari which we license built have any kind of AIP or they are pure Diesel Electric boats? I though french had MESMA AIP.

    They will get DRDO AIP in refit. 5Th boat will have DRDO AIP from start.

    Okay, Fuel cell usually make the stealthiest AIP. Though I will be a bit nervous serving on a boat with a Phosphoric acid fuel cell.
