    MECTRON SCP-01 RADAR – FINE-TUNING THE MODERNIZED AMX AIRCRAFT

    Aiming to extend tactical fighter AMX (A-1) service time aircrafts for 20 more years, reduce the obsolescence of their equipment and, at the same time, set standards to the fleet and eliminate the differences between the three different batches currently operated by the Brazilian Air Force, the modernization program for the main Brazilian attack aircraft performed a round of testing flight in Gavião Peixoto, SP, in order to validate de operational capability of the SCP-01 Radar System.

    DefesaNet followed MECTRON company work, a company owned by Odebrecht Defesa e Tecnologia (ODT), in partnership with Italian Selex ES on SCP-01 Radar, that is one of central points in the Brazilian Air Force A-1M modernization.

    The SCP-01 is a multifunctional radar designed to operate as the main sensor in the A1-M arms subsystem. On the Brazilian side, MECTRON is responsible for developing the receptor, antenna, servo antenna and steel frame. The Italian company Selex ES will provide transmitters and processors.

    During the test rounds, the SCP-01 has received validation on all its operation modes. In order to test the Ground Penetrating Radar (GPR) mode, the A-1 aircraft flew over the city of Ibitinga, near the Promissão dam at Tietê river – the test was to identify fluvial areas and map out the land, providing the pilot with geographical data of the landscape 50 miles ahead.

    Along in the same flight, the ship tracking mode was tested as well, as the radar had to detect any vessels on the water. In order to assess the air-air search and tracking mode, and the air combat mode, a small Phenom Executive aircraft, produced by EMBRAER, was used as a fake target.

    This scenario allowed target detection at distances further than 12 miles (18km). As the SPD-01 radar tracked the Phenom, a series of combat maneuvers were performed, as well as in-flight refueling maneuvers as the radar operated on AIR-P mode. On another stage during the test, the radar system operated on ground distance (AGR) mode, and provided algorithms to target potential threats on ground.

    During the trials it was also possible to assess the integration of the PSC-01 with the A1-M’s new navigation system, as well as to the Head Up Display (HUD) and the Multi-Function Display (MFD), where the pilot can see all the data collected by the radar.

    Sharp eyes for 20 more years

    The AMX aircraft (formally known in the Air Force as A-1) was specially designed for long rage, ground attack and reconnaissance missions. The AMX modernization project allowed the upgrade of the SCP-01 radar, now with color multifunction displays incorporated into the A-1M. Also, the radar system is now able to detect and update navigation data from more targets simultaneously.

    Regarding logistics, MECTRON has developed a new database to provide support for tests of the SCP-01 on ground. The company also created a database named Radar Stimulator, which helped to come up with the radar’s avionic interface, allowing it to interact with others systems in the A-1.

    The technological partnership with the Italians has been successful: now MECTRON is fully capable to provide maintenance services to the Italian units as well.

    Nelson Düring - DefesaNet – How many people in MECTRON are involved with the SCP-01?

    MECTRON - We consider people as the main part of any technology development program. Throughout the SCP-01 project, dozens of professionals have been graduated. In this current stage, there are about 10 people working full-time in the program, including engineers and other professionals.

    DefesaNet– What’s the radar resolution, including reach, on naval surface?

    MECTRON
    This is classified information, so only the Brazilian Air Force can provide it.

    DefesaNet – There have been small aircraft detection drills, certainly with low Radar Cross Section (RSC). It indicates an excellent performance. Is it possible to compare de SCP-0 with AESA radars?

    MECTRON -
    The SCP-01 uses the mechanical scan array system. It was design to be lightweight, consume less energy and be portable. The AESA (Active Electronically Scan Array), thanks to cutting edge computer and X band gallium arsenide chips, now have great capacity to track multiple targets. However, those are costly. When it comes to target detection with low RSC, the SCP-01 and AESA radars are equivalent.

    DefesaNet– How was the integration process of the SCP-01 radar with A-1M’s other systems?

    MECTRON -
    Since both the SCP-01 and the A-1M projects are both managed by COPAC, MECTRON and Selex ES, the integration process went as planned.

    DefesaNet - The A-1M aircraft was designed to operate in very hostile environments, at low altitudes, and under constant vibration caused when the weapons are fired. What is the radar availability under such conditions?

    MECTRON -
    The radar was designed considering scenarios of ground attacks on low altitudes, and has proper settings to counter the vibration issue, as specified in the SCP-01 project. During the gun fire tests, the radar system kept the lock-on at the target the entire time, showing that even extreme vibrations don’t affect its operation.

    DefesaNet- Is it easy for the pilot to switch the radar from SEA to AIR-AIR mode?

    MECTRON -
    Yes. Man-machine interface for aircrafts is a subject that demands a lot of study and dedication. The A-1M pilot can switch from one radar mode to another through the multi functional display.

    DefesaNet – The SCP-01 can be operated on SEA mode even if the aircraft is flying over land?

    MECTRON -
    O SCP-01 has specific settings for flight over the ground.

    DefesaNet - All the A-1M aircrafts, whether mono or biplace, are equipped with the radar?

    MECTRON -
    For confidentiality reasons, only the Brazilian Air Force can provide this information.

    DefesaNet – Could you briefly tell the story of how MECTRON took on the SCP-01 program?

    MECTRON -
    The SCP-01 Radar program begun in the 1980’s, funded by the Air Force. In March 2000, MECTRON became responsible for its conclusion and certification.

    Since then, several contracts have been signed for series production, development, logistics and, currently, modernization and adjustment to the A-1M aircraft.

    As soon as we took on the task of finishing the development of the SCP-01, we at MECTRON noticed the need to improve the control and aiming of the antenna. The Servo unit was redesigned, the engines powering the elevation and azimuth axes have been replaced. This redesign effort resulted in better control e placement for the antenna, as well as more indigenous components included in the Servo unit manufacturing.

    After “Safety of Flight” (SOF) trials with ne new Servo unit, new models of the SCP-01 were built for the in-flight tests, in order to assess the system’s capability to operate in real-life conditions. The results of these trials were very positive – the equipment proved its high performance and operational capabilities.

    Argentine Defense Minister, Agustín Rossi, trough Armada Argentina, signed the contract for four polar Tugs NEFTEGAZ Class, from Russia. Announcement happend on December 4th, in Buenos Aires.

    The high pulling power four ships, acquired by eight million American Dollars (U$D 8.167.500). but Russian source say that value can reach 50 million american dollars. Polar Tugs will arrive to Argentina in mid-2015 and will replace units over recent years were eroded by time, precise official note.

    The new tugs will provide greater safety to navigation, being cheaper to be more modern, underlines the statement.

    They will be included in the Naval Service innumerable tasks, even in Antarctic waters, such as Search and Rescue in the maritime area of SAR responsibility (14 million square kilometers), Towing, Rescue and Patrol to 350 nautical miles.

    They will also participate in the control of the Maritime Spaces, the Community Support with health-care and Support to Sciences, extends the ministerial note.

    Other tasks will be containment and mitigation of environmental incidents and conduct long-range Combined Naval Antarctic Patrol providing higher performance and flexibility.

    They will also contribute to the mobile logistic support to activities in the Atlantic maritime, coastal and inland Antarctic coast.

    Mexico may be interested in purchasing Iranian UAVs

    (defensa.com) According to the official Iranian news agency, FARS, during the recent visit of an official delegation from Iran Alaeddin Boroujerdi Mexico led by President of the Committee on National Security and Foreign Policy Consultative Assembly of Iran, he met with representatives of the Senate of the Republic of Mexico, this country would have expressed interest in unmanned aerial vehicles (UAVs) Iranian-made.


    The visit aimed to revive relations between Mexico and Iran, reviving the Joint Commission between the two countries met in 2001 for the last time.     Saudi Arabia would have acquired the Astros Avibrás 2020

    (defensa.com) According to sources Doctrine Center of the Brazilian Army, Saudi Arabia, user previous versions of artillery system Avibrás Astros since 1987, have now chosen to equip themselves with the new version of the system, the Astros Avibras 2020. Saudi Arabia is operating a total of 60 vehicles, operating both units equipped with SS-30 missiles, as SS-40. The new series allows the use of ballistic missiles and UAV interface.

    Russians want aircraft factory in Brazil detached from Embraer

    The Russians gave yet another proof of why they’re called “ice-cold” when it comes to business and conflicts. Embraer’s (Brazilian state-run Aeronautical company) refusal to receive a group of 13 officials and advisers of the Russian government, leaded by the vice-prime minister Dimitry Rogozin, wasn’t even acknowledged as an incident or distress on the Russian effort to secure defense and aerospace partnerships with Brazil.

    Rogozin, one of the greatest nemesis of the United States government, is a fair-skinned giant who smiles easily, and also a headstrong and practical man. As soon as he caught news on the end of the diplomatic and commercial blockage between the US and Cuba, he decided to change plans and not return immediately to Moscow. After visiting São José dos Campos, in São Paulo estate, the vice premier rearranged his tour through the American continent and took a flight this Thursday’s (18th) 2:30p.m. to Cuba – an obvious affront to President Barack Obama. A response from EMBRAER’s office came shortly after via its representatives, as means to preserve the Russian premiere’s image. Rogozin has been raising controversy in the Western world since the invasion of Ukraine by Russian troops and the annexation of Crimea.

    “There is no distress at all. There’s only a very strange impression that Embraer doesn’t want to expand its business. We were going to propose the joint production of a civilian aircraft. Embraer is, in fact, a North-American company, we understand that. But we’re still going to try and establish ourselves in the Brazilian aeronautical market”, said one of Rogozin’s spokesman.

    According to the premier’s advisors, this establishment will happen through the alliance with a Brazilian company or group. The search for this partner begun right after Embraer refused to meet with Rogozin and his committee.

    Practical, as said before, Rogozin – a former Soviet Air Force fighter pilot – wants more than the Brazilian government’s interest in turning the nation into the second largest aircraft construction center in the world. He wants to use the country’s own capacities, along with investments that can support the demands of a competitive industrial facility, and potential not only for production, but also research and development.

    The Brazilian tour started in Rio de Janeiro, where the Russian party visited Navy facilities. Then passed on to Brasilia, where Rogozin had a meeting with Brazilian vice-President Michel Temer and Minister of Defense Ambassador Celso Amorim and officials. Today (18th) the vice-premier and Vladimir Putin’s right hand arrived in São José dos Campos along with the Russian ambassador in Brazil, Sergey Akopov, in a gigantic white airplane with black waves painted on its tail. They came to visit the National Space Research Institute (INPE), state-run company AVIBRAS and ODT-Mectron.

    The vice-premiere stayed focused the entire time while paying attention to presentations from ODT-Mectron directors and AVIBRAS executives, and also from São José dos Campos’s Mayor, Carlinhos de Almeida, who assured the Russian visitors that the city was the best place for aeronautical projects in the entire country. “I spoke about this city’s potential for investment. There is no better place for this kind of project in Brazil, especially considering our technological facilities and the expansion of the Technological Institute of Aeronautics (ITA)”, said the Mayor.

    While at São José dos Campos, the possibility of building Russian helicopters in Brazil was discarded by Rogozin. Besides direct competition with HELIBRAS and new companies, the current economic crisis is making the market shrink. On the other hand, regarding the defense area, the Russians are certain about becoming partners with MECTRON to produce a long-range air-air missile (BVR). Another partner is South-African company DENEL. However, this project, to become official next year, is still being negotiated with the Brazilian government.

    “This will be the first project to involve three BRICS nations; it’s a great cooperation effort. We aim to bring the BRICS nations closer together as a way out of crisis. Right now we are in a “get to know” mission. The next will be a “get closer”, more practical one, with the development of new projects and new technologies”, said the vice-premiere advisors.

    Closing and signing great deals with Russia is only expected during President Dilma Rousseff’s visit to Moscow next year. By then, the Brazilian government should sign on the construction of a civilian and military aircraft production line, as well as naval and aerospace projects and cooperation efforts on nuclear energy and advanced electronics.

    “For a Russian company to participate on Brazil’s aeronautics sector, it depends on the government approval. With such cooperation, we can turn Brazil into the second greatest aircraft production center in the world”, said Rogozin

    (Infodefensa.com) São Paulo - During a meeting last week in the Brazilian city of Salvador, capital of Bahia, the twelve member countries of the Union of South American Nations (Unasur) reached a consensus and define a document of regional technical requirements of UAV system (stands for unmanned aerial Vehicle, unmanned aerial vehicle) in South America.

    Among the agreed functions for future UAV system has been established that the sensors and all electronic components must be resistant to sudden changes in temperature and humidity. The countries of South America have also established that the UAV Unasur have a ground control system so flexible that allow performing long-haul flights, passing control to a ground station to another without interrupting the mission to overcome limits signal range.

    The paper further autonomy for all countries to operate the system also provides minimum yields that will be required to bidder, referring to industries or consortia of companies that will be suppliers.

    Unasur's interest for these systems became apparent in late 2011, and within the framework of an extraordinary meeting of the South American Defense Council (Unasur), composed by the General Secretariat of the Council, where ministers defense of the continent agreed to establish a working group to study the development and production of prototypes of unmanned aerial vehicles in the region.

    In development in the South American Defense Council (CDS), the UAV Unasur's main objective is cooperation with the bloc and thus strengthening the defense industrial base in South America.

    The twelve countries that make up Unasur are Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Guyana, Paraguay, Peru, Suriname, Uruguay and Venezuela.

    Meanwhile Nuevo León achieve attract a shipping aircraft which occurs one hundred percent all components in the state, in Apodaca, the company Unmanned Systems Technology International (USTI), is making the first unmanned aircraft designed and assembled in Nuevo León whose initial estimated capacity is 20 units per year.

    This is the first drone designed, manufactured and assembled by Mexican engineers at the plant that has the Apodaca, Nuevo León.

    The company that is barely five years after starting operations has invested more than $ 5 million to enable the manufacture of the first drone, since between uses or applications are monitoring or information gathering requiring any industry as oil, agriculture, health, military, among other sectors.

    Mauricio Ramos Pons, company president, said they have invested more than $ 5 million for the production of the first Mexican drone and certified by the US Department of State for the import and use as raw material for aerospace grade carbon fiber used in the manufacture of the aircraft.

    As part of the annual general meeting and plenary Associates Aerospace Industry Federation (FEMIP), Rolando Zubirán Robert, head of the Ministry of Economic Development, said this is a sign of things to do in the aerospace and the state government priority now is to consolidate the sector.

    "The next big challenge for the Mexican industry transformation lies in aerospace, and how to consolidate this strategic sector that is highly specialized," he said.

    Mauricio Ramos Pons, President of USTI creators of the drone, said the ship has a range in transmission in direct line of 30-100 kilometers to send live information to the base; reaches 12,000 feet high and seven hours of flight using premium fuel.

    In the assembly of the FEMIP took office as President of the Federation for the period 2014-2106, Benito Gristzewsky Kriger, replacing Honc Vladimiro de la Mora.

    For his part, General Aviator Pilot Group Diploma of Staff Air, Rodolfo Rodríguez Quezada, announced the Aerospace Fair Mexico to perform at Saint Lucia Air Base in the State of Mexico on April 22, 2015.

    (defensa.com) Brazilian manufacturer Embraer has announced that the first flight of transport and refueling KC-390 will finally take place in early January next year. The official schedule of Embraer watched the inaugural flight of this aircraft carrying new design would take place before the end of 2014, however right now underway prior to first flight tests, as recognized precisely the manufacturer.


    On December 18 Embraer announced the schedule for the most recent testing after the first plane taxiing on runway that took place in early December. In September the first fuselage received his wings and in October the works were completed in the first of two prototypes of evidence that Embraer is building for evidence which was officially presented at the ceremony roll-out at the manufacturer's facility in Gavião Peixoto the October 21.     The Center for Advanced Technology (CIATEQ) is ready to begin in March the operations of an aeronautical laboratory in Queretaro, at a cost of US$1.3 million. It will provide service to national and foreign enterprises and will make pioneer tests in the country, said in interview Gerardo Sanchez, Director of Queretaro´s Linking and Knowledge Transfer. "These mechanical tests, aimed essentially to the Aerospace Industry, allow testing processes at high temperatures being the first of its kind in Mexico", said Sanchez, pointing out that working to these temperatures was a growing need in the industry.

    The aerospace company Fokker Aerostructures is boosting its investment projects in Chihuahua, with plans for up to US$6 million and 100 new high-level job openings in this city, to manufacture and assembly aircraft structures and floorboards. Manuel Valles Russek, Ministry of Finance in Chihuahua, explained that the company will strengthen its "composites" scheme for leading companies worldwide in business jets, such as the new Honda Jet and Gulfstream Company, which has the most advanced technology models in sky, the models 550 and 650. "Fokker Aerostructures is a Dutch Aerospace Company with annual sales over US$700 million only in the Chihuahua Plant, Fokker Aerostructures serves clients such as Gulfstream, Cessna, Airbus, Dassault and Boeing", the official said. Its exports are mainly to the U.S. and Canada by 60% and Europe 40%. Fokker manufactures aircraft empennages, horizontal stabilizers, vertical vanes and elevators.

    Embraer made the first flight of its KC-390 military airlifter on February 3rd. The crew of four flew the new twinjet for 1 hour and 25 minutes to evaluate flying properties and performance
