The specific customizations are largely to do with EW and avionics: a mix of non-standard kit and Israeli gear. Will update with specifics.

What's happening at the LoC is similar in many ways to what's been on, but vastly different too -- the punitive impulse is very strong. In the past we've seen tactical retaliations take place after a few days, if not weeks. Retaliations now are near immediate. And the posture is punitive. To cause as much visible damage as possible. It has evolved beyond the usual circle of tactical trades of fire.

Shiv, there will be problems in integrating India specific things on Rafale. And last will be the effectiveness of SPECTRA with these mods. They will need to rewrite nearly 47million codes for each new weapon system which is added to rafale to ensure optimum performance of SPECTRA discrete jamming.

Aggressive model and noble intent, but very divisive in terms of where industries stand on it. Many believe only some companies will benefit. Others believe the all-important SME and Tier-2/3 suppliers have been left out of the mix in a pool of uncertainty. I believe its the kind of big, unapologetic push the country needs to finally bring big private sector into the industry in an organised way. Definitely needs finetuning. And several questions remain on implementation, management and post-contract coordination.

Hello Shiv. how do you foresee Indian Russia defence relations in future seeing all major projects with them are facing one issue or the other. With trump at helm in US, India has its task cut out while dealing with both these powers ?

Will indian rafale be having IRST
If yes how as rafale current version doesn't have irst channel

Will india get latest improvements on spectra ng or the same prevoius spectra version only

Will india have towed decoys on rafale as it was mmrca requirement .if yes then france doesn't have towed decoys then how would india install it.

Good question. I've had this checked, actually. The kit requested by India is part of options on offer by Dassault already that are already compatible with governing/distribution systems on the Rafale. Fighter vendors offer platforms, with functionality for EW built around a collection of available systems. That applies here.

First of all, great to have you here, Shiv!

Another question regarding recent developments: What's your take on the creation of the Defense Acquisition Organization (DAO) within the MoD? Do you think a body like DAO will help to streamline procurement?

Because one of the biggest problems we see in today's procurement is that often, a similar requirement that can be met by a similar product (or different versions of the same product; let it be a chopper, plane, radar or whatever) emerges from various services, and they all have to start separate procurement programs, often with different winning bids. While it can be argued that this way, each service (IA, IAF, IN, ICG etc.) gets exactly what it wants, don't you think we're ending with a far more complex logistics problem in the long run?

For example - look at the 12-ton helicopter procurement for IN & ICG. The Coast Guard has already selected the Airbus H225M (which IMO can also be a great addition to IN under it's 12-ton NMRH requirement) while IN has no movement on the matter (or even on the 10-ton NMRH deal for S-70Bs).

Piling up orders from various services also helps expand the numbers making the whole Make in India initiative worthwhile by making it lucrative for the foreign OEMs to set up local production/MRO facilities, doesn't it?

So will DAO do something to change this situation?

But it was a requirement of mmrca,so iaf doesn't want it now

@SHIV AROOR There is a popular belief that Brahmos was designed to have much higher range than declared, What is your thought on this? and according to you how long will it take to induct Brahomos ER?

Personally, I see the DAO as merely adding another organisation to a glut of entities with overlapping functions on procurement. Feel the IDS and Defence Acquisition Council have more than enough to take prudent, joint, efficient decisions. The solution to ironing out bureaucracies and creating more streamlined decisionmaking is rarely solved with the creation of a new agency. My view!
