There are several Mirages. PAF has the Mirage III/V. The Bison is better than both these aircraft.
But if you are talking about the Mirage 2000, then the Mirage is a way better platform.

Mirage III and Mirage V are more than 5 decades old. They are not capable of BVR warfare. Many Pakistanis claim them to be BVR capable, but the radar is too small to be effective at ranges over 30-40 kms.
Mirage 2000 on the other hand is a newer fighter and has been constantly upgraded. The current Mirages of IAF are better than the F16A/B that PAF flies. They will be upgrade very soon to 2000-9 standards. That will make them even more capable than the F16C/D block 52 variant that PAF has recently acquired.

The Mirage 2000-9 is more advanced than any PAF fighter be it F16 (any variant) or the JF-17.

The Mirage 2000-9 has a better radar, better multi-role capabilities. It has better avionics. It is more agile, and nimble. There are some areas where the F-16 does better. But overall if I was to choose one, it would be Mirage 2000-9.
The Mirage costs less to operate, requires less maintenance and has higher availability. The only advantage of the F-16 is its sustained turning ability.
The Mirage has the IR based MICA too, and missiles with IR seeker have a much better success rate. So Mirage any day.

i think "pakistani" f-16s are made obselete at will for obvious reasons.
we shouldnt compare pakistani f-16 blk 52 with regular blk 52s.

matlab ki regular f-16 block 52s are advanced than the pakistani ones.
pakistan too may have blk-52, but those are intentionally made less capable, because they were to be given to pakistan.

Pakistani F-16s are just as capable. There's no doubt. But there are ways to disable them, not just them every aircraft in the sky.
What if during a war, US deliberately messes with the GPS systems on this side of the planet. Won't the aircraft be screwed?

About the time, your time zone was set to GMT, I've corrected it. Check if you're getting the right time.

Yes, but that is why we are investing in Russian GLONASS system. In the years to come, we will have our own guidance systems. Till then we would work with the Russians.

and this shouldnt be a tough task for us keeping in mind our experience of launching satellites and space expertise.

actually it is a tough task, because the number of satellites needed to make the system operational is a lot. Let's not go offtopic. We can discuss this in another thread.

Both are old and are desperately in need of replacement. Comparing them is like comparing Mig-21s with J-7s.
