Naval officer's affair compromised India?

    In recent memory, never has a defence contract been revised thrice. But, Admiral Gorshkov deal has witnessed an unusual hike. Now, in a new twist, it appears a senior Indian naval officer could have done the damage.

    Objectionable pictures of Commodore Sukhjinder Singh with a Russian woman have surfaced. This raises serious questions on whether Russia thrust the aircraft carrier deal upon us by luring him into a honey trap.

    Court of inquiry is underway now against Commodore Singh. The objectionable pics of Commodore Singh surfaced a fortnight ago.
    After this, the Navy chief has briefed Defence Minister A K Antony about the case.

    Interestingly, Commodore Singh was uintil a few months ago, a favourite among the Naval top brass. He negotiated the Gorshkov deal - now called INS Vikramaditya.

    Gorshkov saw unusual hike from Rs 4,870cr-Rs 11,650 cr. Singh was hand-picked in 2004 to look after Gorshkov refit. Commodore Singh was in Russia from 2005 to 2007.

    Sources within the Navy have told TIMES NOW, that if the Board of Inquiry finds Commodore Sukhjinder Singh guilty, he will have to face court martial. Sources also say even if he clears charges relating to the Gorshkov deal, he will be asked to leave as his conduct has shamed the Indian Navy. Commodore Singh could be served with a letter of displeasure.

    Navy officer in Gorshkov deal faces sex-scandal inquiry

    New Delhi: The Indian Navy is swiftly moving towards punishing its senior officer Commodore Sukhjinder Singh, who was closely involved in the Admiral Gorshkov deal with Russia. It said a court of inquiry is underway against Singh, who was till a few months ago the principal director in the naval headquarters, looking after the Gorshkov project.

    The navy has been investigating Singh’s moral conduct, as reported by DNA on Monday. However, sources within the defence and intelligence establishment are concerned that this process could only help in covering up rather than bringing out the truth behind Singh’s conduct; it may also not aid in identifying if other officials involved in the Gorshkov deal maintained unauthorised contact with Russians.

    Russian aircraft carrier Admiral Gorshkov, renamed INS Vikramaditya, saw an unusual hike in its cost from Rs4,870 crore in 2004 to Rs11,650 crore this year. The project was also delayed by about four years. Singh was stationed in Moscow for several years to look after the project and returned to New Delhi to become the principal director and oversee the Gorshkov deal from here. A few months ago, he moved out of the post.

    A navy source said Singh was “hand-picked†in 2004 to look after the Gorshkov refit in Russia. He had been a favourite of the naval top brass and was involved in all ministry of defence (MoD) and naval delegation visits to Russia to look into the Gorshkov deal. There is no instance in recent memory of India assenting to revise an agreed defence contract and pay almost three times more, as was the case with Gorshkov. Though it was being justified by the government as because of the complex nature of the contract, many within the navy as well as others expressed outrage about the price hike demand by Russia. Many had informally called for the cancellation of the contract.

    A civilian source in the defence establishment suggested that the navy should “draw assistance†from investigation agencies such as the Central Bureau of Investigation to find out if Singh also benefited financially from the deal, and if other officers were also involved. “The navy’s one-man inquiry does not have the capability to go into those facts, including the money trail. The project is of utmost national importance, and you cannot compromise on transparency,†the official told DNA.

    Indications are emerging that the navy would conclude its inquiry in a few days. Under the cover of the findings, Singh may be permitted to resign from the navy, a source told DNA. “His silence would be a blessing for many,†the source said.A navy source said Singh was “hand-picked†in 2004 to look after the Gorshkov refit in Russia.

    Gorshkov deal: Navy officer in honey-trap?

    NEW DELHI: A senior naval officer, closely associated with the contentious project to acquire aircraft carrier Admiral Gorshkov from Russia, which saw several twists and turns, is now in the dock for alleged improper personal conduct.

    The Indian Navy is on the verge of completing a high-level board of inquiry (BoI) against Commodore Sukhjinder Singh for alleged ‘‘loose moral conduct’’ while he was posted in Russia from 2005 to 2007.

    This came after certain objectionable photographs of Commodore Singh apparently surfaced around a fortnight ago.

    The seriousness of the affair, in what could even be a classic ‘‘honey-trap operation’’, can be gauged from the fact that Navy chief Admiral Nirmal Verma has already “briefed†defence minister A K Antony about the case.

    The BoI headed by a vice-admiral is also probing whether Commodore Singh’s “personal transgressions†had any bearing on the Gorshkov deal, which was renegotiated and inked afresh just last month after two-three years of contentious negotiations over the huge cost escalation in the carrier’s refit.

    India will now have to pay $2.33 billion for the aircraft carrier’s refit to Russia and wait till early-2013 to get the delivery.

    Commodore Singh was in Russia as the warship production superintendent overseeing the refit of Gorshkov till 2007.

    While holding that the BoI report will be out in “a day or twoâ€, Navy officials contended that the likelihood of Commodore Singh “compromising†the Gorshkov price negotiations were “negligibleâ€.

    “Preliminary indications are that the involvement has been at a personal level. He was the juniormost of the nine-member commercial negotiations committee,†said an official.

    “Moreover, he had already been posted to the quality assurance wing when the actual work on the refit price was done in the latter half of 2009,†he added.

    If any allegations are proved which compromised the nation he must be hanged.

    should be made a example of ... court marshal ... prison sentence ... discharged dishonorably ... one thing we have to remember that "we r not a Taliban state" ... we have other punishment other than capital punishment"
