That's the thing, the points you mentioned are geographical chock points in the IO and not necessary related to PLAN, let alone PN.
For example IN has no threats north of the Suez Canal, so that chock point has no relevance for them, instead they need to patrol the Gulf of Aden, to monitor PLAN movements from and to Djibouti:

Similarly, there are no threats to India beyond the Strait of Hormuz, instead the Pakistani coast line is the critical area to monitor, or block if necessary :

So if IN can control the Arabian Sea, they can deny Pakistan and China the Sea routes from and to their ports west of India and the same, basically applies to the Bay of Bengal and East of India (+ the Sunda Strait) as well:

Control the sea lanes from and to the Andaman Sea as well as the Sunda straight and you control all possible Chinese ports around the Bay of Bengal too.

Anything beyond to the east, neither require IN control, nor would be feasible with just 3 carriers. Not to mention that Australia surely won't just sit and wait to see India taking control of their coastal areas.

The African countries with Chinese ports, already have IN assets close by and I hope we will get a permanent IN presence at the Seychelles for example (be it under the anti piracy role), but that doesn't mean we have to stretch frequent carrier operations that far away from where the real threats to India are.

To cover the Arabian Sea and Bay of Bengal area, we don't need nuclear carriers and can easily support the CBGs from our own bases.

France has the requirement of global reach, India doesn't.
