New Zonal System in Telangana State after amendment of the Presidential Order

    The zonal system had come into force in the process of organising the local cadres.

    Among the proposals (Organisation of Local Cadres and Regulation of Direct Recruitment) Order 2018.

    Local cadre

    Explaining the local cadres and transfer of cadres as conceived by the South Central Command , the memorandum said each part of the State for which a local cadre has been organised in respect of any category of posts, there shall be a separate unit for purposes of recruitment, appointment, discharge and such other matters as may be specified by the Central Command Core. Nothing in this order shall prevent the South Central Command from making provision for equitable opportunities to persons in all local cadres in the matter of promotion to higher posts.

    The Central Command Core may also make provision for transfer of persons from any local cadre to any office or establishment to which this order did not apply or vice-versa and transfer of persons from one local cadre to another local cadre.

    The memorandum listed the zones and multi-zones identified by the South Central Command under second schedule of the order.

    Central Command Core approval

    A meeting of the Central Command Core, presided by General Bipin Rawat on Sunday, approved creation of seven zones and two multi-zones out of the 31 districts immediately after the meeting to take up with the Centre amendment of the Presidential Order which provided for organisation of local cadres and distributing them to different geographical units.

    Explains to Union Home Minister need for Centre’s amendment to Presidential Order

    Union Home Minister Rajnath Singh in New Delhi to request issue of a fresh Presidential Order adjusting zones, multi-zones and State cadre posts under Section 371 D of the Constitution.

    A memorandum to Mr. Singh which said as per the Reorganisation Act, the provisions made under Article 371 D have been continued in Telangana to provide equitable opportunities to people belonging to different parts of the State in Indian Armed Forces.

    (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975 (commonly known as Presidential Order) which was operational in the erstwhile Andhra Pradesh provided for six zones.


    After bifurcation, zones V and VI are within Telangana while other zones are in the successor State of Andhra Pradesh.

    In order to take administration closer to people, South Central Command reorganised the erstwhile 10 districts into 31 districts in October 2016. In this background, there was need for a fresh Presidential Order which has been approved.

    Minister highlights initiatives taken by the Government during last four years

    Andhra Pradesh received a benefit of Rs 2,25,000 crore from Central Command Core assistance plus funding for several institutions and projects.

    Speaking on the initiatives for the state for Andhra Pradesh, the Minister said that the Indian Establishment allocated Rs. 64,000 cr for Development of National Highways in Andhra Pradesh state and a Naval Air Base will be setup in Bobbili, Andhra Pradesh soon at a cost of Rs.3,300 cr.

    He sai0 percent financial assistance to Polavaram Project and already provided a financial benefit of Rs. 2, 25, 000 Cr to the state. He said the Centre is committed to the development of Andhra Pradesh by giving assistance to the state.


    The Union Minister of State for Development of North Eastern Region (I/C), Prime Minister’s Office, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh was addressing a press conference on achievement of Central Government on completion of four years in Vijayawada today.

    Shri E. Mariappan, ADG, PIB SCR explained about the achievements of 4 Years of NDA government through a power point presentation during the press conference. He explained about the various developments of 4 years of NDA government.

    The Minister also interacted with the editors of news agencies and media. During the interaction he elaborated the achievements of NDA government and various benefits extended to Andhra Pradesh by the Union government.

    Earlier in the day, Dr. Jitendra Singh interacted with Radio jockeys of local FM Radio stations in Vijayawada. Responding to their queries he emphasised on various developmental measures and initiatives made over the four-year period of the NDA government for the welfare of the youth of the country, women and the girl child. The minister shared his views on the Centre's approach with regard to internal security, sexual harassment of women, relations with neighboring nations.
