No real global cooperation against terror, says Ajit Doval

    National Security Advisor (NSA) Ajit Doval on Thursday expressed concerns over lack of global cooperation against terrorism. He said there has been “no real” cooperation for containing international terror. “Two things have gone wrong — either it (international cooperation) is not an antidote or there has not really been an international cooperation. I belong to the school that believes in the second category,” he said at a counter-terror conference organised by India Foundation, a thinktank run by BJP general secretary Ram Madhav.

    He underlined the need for cooperation among countries in the Indian Ocean Rim Association. “Terrorism is not something that remained constant… 20 years ago we never talked about social media, cyberspace or internet exposure,” Doval said. “They (terrorists) have evolved from one stage to another. What al Qaida was in 1996 is entirely different from what Baghdadi, IS or Daesh is today.” He added that the world is facing the fourth generation of warfare, “where the frontier will be civil society and the enemy will be from civil society…”

    The NSA referred to the long-pending Comprehensive Convention on International Terrorism. “India was the one that pioneered the draft (in 1996). It is pending on two issues. One is the definition of terrorism. There has been an insistence by a few countries that the cause at times justifies the ends and therefore, if the end is justified, then means should be condoned and it should not come under the category of terrorism… If we really have to fight terrorism, we have to unite on both the means and ends, and if the world is really serious about countering international terrorism, it will have to come to a common definition of terrorism…”

    He continued, “A terrorist from one country today cannot be extradited from another country except by the due process of law like a common criminal.”

    We need to make one principle. Those countries who has not supported us in fight against terrorism , We should not extend our cooperation to them. We should never support a country like china in their fight against terrorism. France did not support us in fight against terrorism the way they should be but we they faced terrorist attack, they immediately rushed to us to forge an alliance against terrorism. So as the case with Britain.

    The principle challenge.. the definition of terrorism.. ppl use to differentiate based on this definition and use that as a proxy to extend their foreign strategy and geopolitical gains..

    This precisely has led to the creation of good terrorists, bad terrorists, extremists, mask men, local opposition folks etc etc...

    Thus the basic abstractive idea itself is not having a common acceptance and this creates a situation when dealing with them across the globe is a challenge..

    Doval is correct to point that bcz we ha dproposed the abstract 20 years back and so much has happened all over the world and yet we the whole planet countries are unable to do so...So a common abiding law among all nations as well is pending...

    It's 1 thing for the GoI & it's NSA to have a public posture .It's another to believe in their own myths .His statement almost comes across as foolishly naive apart from being sickeningly self righteous .

    Did the GoI actually believe that the nations of the world would agree to a one size fits all definition of terrorism .
    It's been almost 20 years since we have circulated this draft in the UN.How long will these nuts pursue this policy of diminishing returns ? How long will these people invest everything in Plan A without any Plan B ?

    Approaching the UN has never resulted in good news for us . These jokers are only proving themselves to be a couple notches above the UPA which isn't saying much about their abilities .

    Well , frankly I've yet to see evidence of the results of any ground breaking espionage or even counter Espionage happening .Granted there haven't been any big ticket attacks on Indian soil like 26/11 , but is that due to vigilance on our part or red lines drawn by us vis a vis Pakistan or perhaps the Pakistanis themselves are disinclined to carry out a spectacular attack.I'd be very interested in your comments .
