    The Commission figures, collected from police forces across the UK, show that there were more than 2,000 allegations of electoral fraud since 2008.

    But while there have been around a dozen convictions, none were for voting twice in different constituencies.

    The watchdog has recommended that in future voters be forced to designate a single address they will use to vote in a general election.

    Leave campaigners have voiced concerns that double voting could have taken place during the EU referendum.

    David Campbell Bannerman MEP, of proBrexit group Leave Means Leave, described any abuse as a “democratic outrage”.

    He said: “Our voting system is at very serious risk of being undermined. International observers have previously described our system as being worthy of a banana republic, yet nothing has changed.”

    Sir Eric Pickles, the former Tory minister who conducted a review of electoral rules, has said that multiple voting in more than one place and impersonation is a “relatively common fraud” and the “biggest and most prevalent abuse” is by students.

    Nothing, students are still allowed to vote in two areas, which given the promise of free tuition fees by Labour may have massively affected the last election.
