    Yes. According to the HC directive, Central Govt. needed to ensure that the marines come back to India after holidays.

    However, Italy has contested the legality of this case. Lets wait and see.

    A ‘Rape Map’ of India

    Delhi has long been considered one of the most unsafe big cities for women in India. And north India is often referred to as more violent, more patriarchal, and more crime-ridden than the south.

    To add some perspective to this debate, here is a look at statistics on reported rapes around the country.

    These data carry the caveat that there may be higher reporting rates in different areas and reporting is not necessarily indicative of the prevalence of the crime. Victims may be reluctant to report rape because of fears their case will not be taken seriously and police may be reluctant to register complaints.

    In 2011, a total of 24,206 rape cases were registered in India, according to data released by the National Crime Records Bureau.

    Of those, 6,227 were reported in northern India, which we defined as nine northern states: Haryana, Himachal Pradesh, Uttar Pradesh, Jammu & Kashmir, Rajasthan, Punjab, Uttarakhand, as well as the regions of Delhi and Chandigarh.

    The reported number in the south – Andhra Pradesh, Karnataka, Tamil Nadu, Kerala and Puducherry – was 3,894 cases.

    There were 1.02 rapes reported per 100,000 in 2011 in Uttar Pradesh, which has a population of 199.6 million. In Andhra Pradesh, the equivalent figure was 1.70 per 100,000; its population is 84.7 million.

    The north and south together account for 10,121 cases, approximately 40% of the 2011 reported rapes.

    The eastern, north-eastern, western and central states account for the remainder.

    In the northeast – Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura – 2,246 cases were reported in 2011.

    In eastern India — Bihar, Odisha and West Bengal – there were 4,409 rapes reported, more than in all of southern India.

    The central and western states of Jharkhand, Madhya Pradesh, Chhattisgarh, Maharashtra, Gujarat, and Goa (as well as the regions of Dadra & Nagar Haveli and Daman & Diu) accounted for 7,417 cases.

    According to the NCRB, in 2011, Murshidabad, a district in West Bengal, recorded the highest number of reported rapes for a single district (433 cases) and of molestation cases (621.)

    Chhattisgarh’s Durg Bhilainagar reported the highest rate of reported rape per 100,000 residents, at 5.7, more than double Delhi’s ratio of 2.8 per 100,000.

    Some experts say northern India is perhaps worse than elsewhere in that women may have a harder time in registering complaints effectively.

    Vrinda Grover, a lawyer in the Supreme Court, says that in northern India “women are not comfortable going up to the police and filing a complaint or, in a similar situation, the police don’t lodge a complaint.”

    That has been borne out by the recent news of an 18-year-old girl in the northern state of Punjab, who complained to police in November that she was gang raped by three men but committed suicide last week because of alleged police inaction.

    According to a report in Outlook Magazine, the police registered her complaint 14 days after the incident took place and asked uncomfortable questions every time she went to follow-up on her complaint.

    One police official in the woman’s village of Badshahpur has been disciplined, said Patiala’s Superintendent of Crime Jaipal Singh on Wednesday without divulging further details.

    Since the gang-rape and death of a 23-year-old physiotherapy student in Delhi last month, further incidents of rape have been reported prominently in India’s newspapers.

    The Times of India reported two in Wednesday’s edition, both in Uttar Pradesh. The Asian Age reported an attempt by five men in Delhi to kidnap and rape a 24-year-old woman.

    However, activists play down the notion that one area of the country is inherently safer for women than others.

    “I’m afraid we do not have enlightened zones anywhere in the country,” said Ms. Grover.

    Ruth Manorama, president of the National Alliance for Women, added: “It is not a north India phenomena, it is an all India phenomena.”

    24-yr-old woman gang-raped in Aurangabad

    AURANGABAD: Four men allegedly gang-raped a 24-year-old woman in Aurangabad's Maheshnagar area on Thursday night.

    Police said the women was raped after Ram Bodkhe (35) gagged and dragged her to a secluded area, where three of his accomplices were waiting, while she was waiting for her brother near their house. The other three arrested along with Bodkhe were identified as Chanchalani (30), Sandeep Sarkate (26) and Anil Khajekar (25).

    Deputy police commissioner (zone-II) Arvind Chavariya said the rape had been confirmed. "The four thrashed the woman as she screamed for help."

    Some youth heard her cries and rushed to her rescue. They had to fight the rapists. Later, more people reached the spot and thrashed the four. "Chanchalani, Sarkate and Khajekar managed to flee but Bodkhe was caught." He said the victim's clothes as well as those of the accused have been seized as evidence. "The three, who had escaped, were arrested on Friday."

    A mob of 3,000 to 4,000 people gathered outside the city's Jinsi police station after midnight as news of the gang-rape spread, forcing deployment of additional forces. Police said Bodkhe had been arrested in 2009 in connection with a murder.

    NEW DELHI: A four-year-old girl was kidnapped and repeatedly raped for four hours by unidentified men in outer Delhi, police said on Tuesday. The girl was sleeping with her parents on a pavement in Shahbad Dairy area when she was kidnapped at midnight on Monday. She was repeatedly raped and dumped near a bush at 4.30am.


    When the girl's father woke up at 5am, he realized that his daughter was missing from their makeshift house. He looked around and finally found her near a bush, barely 300m from their house. The girl had injuries on her body and was immediately rushed to a government hospital. A medical examination of the victim has confirmed rape, said police. According to a doctor, the girl's condition is critical and she is yet to recover from trauma.

    A person has been detained in the case, said an investigator. "A witness claims to have seen the girl being picked up by the detained person. We are collecting evidence and verifying all claims before we arrest him. Further investigations are on and if other names come up, we will register cases against them also," added the officer.

    Meanwhile, Delhi Police claims to have solved 90% of all crimes against women — including rape, molestation and eve-teasing — in the past one month. "An analysis of solved cases, registered till March 15, shows that the accused were arrested within one week of the case being registered in 125 of 138 rape cases; 369 of 401 cases of molestation; and 253 out of 283 cases of eve-teasing,'' said a Delhi Police spokesperson.

    itna efficient police hota toh India ko aur kya chahiye?
    aaj delhi mein tsunami anewala hai. i'd be surprised if they'd solve 10% of the cases in over 2-3 years, forget 1 month. jhutaa police waala. muje lagtha hai 90% of women jo police station mein case denekilye aate hai une police hawaldars aur inspectorji rape karte hai, upar se bolte ki rape ek baar hua ya sau baar hua iska kuch farak nahi padta kyunki rape toh rape hai. wah shaane wah.

    I can write with conviction that Delhi Police cannot even solve 9% of the cases where women have been targeted because the rapists are not from delhi in the first place. Most of these criminals and rapists are coming from Mewat region in southern haryana.

    Rape of 5-year-old triggers protest in east Delhi

    The rape of a five-year-old girl allegedly by her neighbour after holding her captive for four days on Friday (April 19) resulted in protests in east Delhi even as police launched a hunt for the accused.

    The victim is battling for life in a hospital. The incident was reported from Gandhi Nagar yesterday and the accused allegedly held the girl captive for four days and sexually assaulted her resulting in serious injuries to the victim's private parts. Scores of people protested outside the hospital where the girl is undergoing treatment.

    Doctors at Swami Dayanand Hospital treating the girl said the victim suffered serious injuries to her private parts resulting in serious infection. The girl is in Intensive Care Unit. They said the child's condition is very critical and some foreign objects were found inside her.

    The victim's family alleged that police were reluctant in filing a rape case and they acted late in locating her. Police is on the hunt for the neighbour who is absconding. He lived on the ground floor of the building in Gandhi Nagar in which the victim also stayed.

    A senior police official said the girl was in a serious condition when she was rescued from the flat. The girl's mother said the victim went out to play and was kidnapped.

    "The man then locked her up in his room and raped her. I want justice from the government," she said.

    In a letter to Chief Minister Sheila Dikshit, AAP leaders Manish Sisodia and Gopal Rai claimed that the incident showed the administration's "inhuman" attitude towards the common man.

    "The victim has been admitted by your administration and police to a small hospital where only minimal facilities are available," they said alleging that police tried to win over the parents by offering them money to hush up the case.

    "We appeal to you to shift the girl to AIIMS so that her life is saved," they said.

    Rape victim's family alleges police tried to bribe them

    The family of the minor girl, who was raped by her neighbour after holding her captive for four days, alleged today that cops had offered them Rs 2,000 to hush up the case and they made insensitive remarks, charges denied by the police.

    The victim's father also alleged that police refused to register a rape case after she was rescued.

    "Yesterday night a policeman came and asked me to come out. He told me nothing will happen by involving public. He told me that you should take care of the child and be with her. Public would not help you and he also handed me Rs 2,000 and left. He said I should cover my pocket expenses from this money," the victim's father alleged.

    He also claimed that police refused to lodge a case when he went to the police station to lodge an FIR. "If they had made a better attempt, they would have found her. Police told me to be happy that she was alive," he alleged.

    He also claimed that doctors refused to give him any information beyond the fact that his daughter was critical. The five-year-old girl is battling for life due to infection contracted from foreign objects found inside her body, doctors said.

    Responding to the allegations, Delhi Police spokesperson Rajan Bhagat said the matter is being investigated. "Whosoever has done this, and if it has been found that he has done this, it will be handled departmentally and such act cannot be tolerated. Police force has to work for the public."

    "I can assure you that it would be handled departmentally. An enquiry would be conducted and we are appointing senior officials to conduct the probe," Bhagat said, adding that inquiry would be done independently.

    The girl's mother said her daughter was kidnapped when she went out to play.

    "The man then locked her up in his room and raped her. I want justice from the government," she said.

    A relative of the victim alleged that when they went to the police station to enquire about the case, the personnel told them that now they should pray for her recovery as she has been rescued. Refuting the allegations, a senior police official said they found the child from the same building where the girl lived with her family and rushed her to the hospital. He said they immediately registered a case of kidnapping as soon as the matter was reported to them.

    5-year-old girl battling for life

    A five-year-old girl raped allegedly by a neighbour after holding her captive for four days is battling for life after she contracted infection from foreign objects inserted into her body.

    The victim, whom the doctors claimed was undernourished and weighing 20 kg, was shifted to AIIMS from Swami Dayanand Hospital for treatment. She underwent a surgery at the Swami Dayanand hospital for removing foreign objects from her body.

    The horrific incident, which took place in east Delhi's Gandhi Nagar area, sparked protests during which Assistant Commissioner of Police B S Ahlwat slapped a girl protester which left her bleeding in an ear.

    The girl, who was missing for the past four days, was rescued from the ground floor of the building where her family was staying. The neighbour fled the spot.

    Dr R K Bansal of Swami Dayanand hospital said the next 24 to 48 hours will be critical for the girl as there were injuries and bruises on her private parts, chest, lips and cheeks, adding it was one of the worst cases his team of doctors had attended to. She had some bruises on her neck which indicated that the accused might have tried to strangle her.

    "She was scared and not fully conscious. Initially she did not allow us to proceed with the examination as she was in tremendous pain. She had fever also and after giving medicines, it became normal. However, the fever recurred and we found she had some infection."

    "After giving anaesthesia, more tests were conducted and we found that there were some foreign objects like candle and a 200 ml bottle of hair oil inside her body," Bansal said, adding they were not giving her food as she had infection in her stomach also.

    The victim's family claimed that policemen tried to bribe them with Rs 2,000 to hush up the case, prompting Delhi Police to order a vigilance inquiry to probe into the allegations.

    "We have ordered a vigilance inquiry. The accused has been identified and a team is already on its way to arrest him," Delhi Police Commissioner Neeraj Kumar said.

    The minor's family claimed that the police was "insensitive" by not registering a case in time and that some policemen told them that they should be happy that the girl was alive, allegations which were denied by the force.

    Delhi Police has failed to tackle crime against women: NCW chief

    National Commission for Women Chairperson Mamata Sharma today demanded action against Delhi Police, including its commissioner, accusing it of "failure" to tackle crime against women.

    Her comments came as a five-year-old girl, who was raped allegedly by her neighbour in east Delhi's Gandhinagar area after holding her captive for four days, battled for her life in a hospital.

    "Such incidents (rapes) are on rise in the capital, we want some action, even at the level of Delhi Police Commissioner. It's high time that Union government should take some action," she said.

    Observing that Delhi Police was not under the city government, Sharma said, she would write to Home Minister Sushilkumar Shinde on Monday. Expressing her inability to take up the matter and get her shifted to AIIMS from Swami Dayanand hospital today, she said, "I will be taking it up tomorrow. Today is a holiday, I will take it up tomorrow (Saturday) and will myself visit the girl and provide her whatever help we can do."

    "I am going to get the girl admitted in AIIMS tomorrow," she said even as the city administration prepared themselves to shift the girl today itself to AIIMS or LNJP Hospital.

    The girl was found locked yesterday, after four days, in her neighbour's house who was staying in the same building. The girl, admitted in Swami Dayanand hospital, was now battling for life due to infection contracted from foreign objects found inside her body and doctors have termed next 24 to 48 hours as critical for her survival.

    ACP slaps girl protester, suspended

    An assistant commissioner of police today slapped a young girl inside a hospital where she and others were protesting against the brutal rape of a five-year-old girl and was immediately suspended. Delhi Health Minister A K Walia was also heckled inside the Swami Dayanand Hospital when he arrived there to meet the victim.

    B S Ahlawat slapped the girl at least four times inside the hospital when she and others were on protest. He has been suspended with immediate effect by Police Commissioner Neeraj Kumar.

    "We regret for this unfortunate act and B S Ahlawat who was seen on camera, all this misconduct, he has been placed under suspension and departmental inquiry has been ordered. Such kind of act cannot be tolerated," Delhi Police spokesperson Rajan Bhagat said.

    The protesters mostly belonging to Arvind Kejriwal-led AAP gathered at the hospital this morning after the news of the girl's ordeal came to light.

    There was chaos as Walia and Congress MP Sandeep Dikshit came to the hospital where protesters also blocked their vehicle.

    "We have ordered the personnel to remain calm and peaceful and handle the crowd professionally and no such act will be repeated," Bhagat said.

    the absense of fear of law.... and the boy child favorite attitude is the reason... for rape we need to put a special court... which should hang a person in 2 months for rape... just hang 40 in 2 years and rape will stop all together... don't give them benefit of late in our law system more then that put a complete social boycott on the family of rapist...

    sala hukka pani band karo in haramkhoro ka aur fansi pe latka do.... rape karne ki sochenge to khada hona band ho jayega.

    one more thing... beat near to dead if any person caught harnessing a girl.. put fear in them

    goal for reducing crime like this against children should be 0 crimes, ever.
    pedophilia is a mind sickness that has to be prevented from spreading, even if by chemical castration to prevent them from having children and raising families and abusing child or otherwise transmitting the sickness.
