There is no optional requirement for 2nd tranche, it will surely come.. As India paid for 2 bases and 2 bases can house 4 squadrons

    Oh, we are the opposite.

If it's possible, we can make it impossible.

Nobody can beat us at that.

And that's the optional 36 IAF wants, for exactly the reason that you gave. We already paid much for the infrastructure to Base 2 squads per Base, not adding 2 more squads would mean most of that money would be wasted. But as the Air Chief said as well, that order will be pushed back because the SE MMRCA has priority and if funds are available by then.
But that also makes clear, that IAF is not considering more Rafales and why there are no tranches or batches.

They are considering all options, that could be used as an interim solution, because Tornados and Spanish Hornets might need replacements around 10 years before EF and Rafale.
However, Rafale certainly is no solution for Germany, since the costs are high as well and the only advantage it has over more EFs is deep strike with cruise missiles.
Germany however might aim for SEAD capability, common use of JDAM and Brimstone that they ordered for EF and the addition of Taurus, which Rafale can't offer and would require additional upgrades and costs.

Why are they looking at F-15, F-18, F-35 and Rafale if the Typhoon is all they need?

Also knowing the Germans I wouldn't be surprised if they paid for Taurus integration just in the hope of then selling it to Rafale customers.

    NATO's nuke sharing agreement.

With the Tornado retirement they need a replacement.

    As said:

The EF is costly and without CFTs not suitable for deep strikes. It could carry 2 x Taurus as flight tested before, but with a single fuel tank the range would be very limited.
And SEAD might play a role too, depending on what upgrades EF gets after P3E.

Could be with the customized version but what is the need ???

The changes, development and testing and certification would be unviable, unpractical and uneconomical.
