Deputy Prime Minister Dmitry Kozak said Russia should introduce visa formalities with several neighbouring countries where migration flows mainly come from. In an interview with Rossiya 24 Channel on Monday, Kozak said, "I believe that visas are inevitable. If we don’t regulate migration flows by introducing visas, we’ll unable to protect our country from interethnic conflicts."

"I think that visas will appear in the foreseeing future. Moreover, we’re holding talks on visa free formalities with the European Union. And this is one of the conditions - to strengthen external borders of the Russian Federation," the vice-premier said, adding that without introducing visas with several neighbouring countries "we can hardly agree with any European country to allow Russian citizens to move freely."

"We don’t live in a united state and every state should act based on their national interests," Kozak said.
