    Extremely powerful microwave emissions. Any large jammer is indistinguishable from an EMP, and any significantly powerful radar is indistinguishable from a jammer. The IL-22PP is an airborne jamming platform similar to the EC-130 Compass Call.

    On some of the boats I was on we could use our radars to fry the sensors of patrol aircraft or enemy shipping, and demonstrated such during exercises on a few occasions. We could jam them too, but the power output of some of our systems was high enough to actually destroy the avionics of aircraft within a certain range.

    Within a certain distance you could also fry organics and machinery. Radars have an exclusion zone around them. Even when off, ships have no-go zones cordoned off from non-protected personnel to prevent them from coming into injury due to residual emissions and hazardous material.

    Using radar emissions alone, we'd not only fry this SU-24 "buzzing" Donald Cook, but would cook the pilot like a Turkey too.

    Russia makes powerful radars, the Zaslon on the MiG-31 could fry a rabbit at about 400 meters off-the-deck. They make good jammers too and if significantly powerful, either a radar or jammer could function as a directional EMP.

    In any circumstance they possess the means to destroy or degrade the avionics and electronics aboard aircraft.

    But there are other ways of degrading such too, without the intent to cause harm to the platform itself. While they're unlikely to be able to jam AWACS radars like AN/APY-1, AN/APY-2 or AN/APY-9 given the power output of the later and their ability to burn through jamming attempts or rapidly hop frequencies, they can degrade the communications capabilities of the AWACS. What good are working eyes with a mute mouth? If you can't talk to your assets you can't coordinate, can't react, can't fight as effectively even if your radar sees everything.

    Russia retains numerous options.
