    AHMEDABAD: The state government ordered a departmental inquiry against IPS officer Sanjiv Bhatt after suspending him and accused him of tampering with official records. In an official release director general of police Chitranjan Singh said on Tuesday that Bhatt had constantly reported instances of misbehaviour and indiscipline and had a "criminal mindset" which is why he remained on sidelined posts.

    At his present posting as principal of the Junagadh police training college in Sorath chowky, "He made false entries in the movement diary, vehicle logbook ant other government documents", said the DGP of the 1988 batch DIG. He listed out various criminal cases against him right since 1990 when he was assistant SP in Jamnagar and a man had succumbed to injuries, reportedly following police action during a Bharat bandh call.

    "Bhatt was not given promotion of senior time scale and not promoted as SP with his other batchmates because he was charge sheeted in this case in 1992", said Singh. The police chief cited instances where the state government had done Bhatt favours, by filing a quashing petition in Rajasthan in the case filed by Pali-based advocate Sumer Singh Rajpurohit in 1996, against Bhatt.

    This case is pending in the Supreme Court "The government has been helpful to him and dropped three departmental inquiries against Bhatt and gave him three promotions at a time. However, because of a plethora of criminal cases and other instances, he remained saddled in problems", Singh's statement said. Singh said that after Bhatt was posted in Junagadh in Septemer 2010, he kept coming to Ahmedabad with a posse of orderlies and staff giving lame excuses like "appearance before the SIT". Bhatt took on the government when he came out in the open about Modi's role in the riots in an affidavit before the apex court earlier this year and the home department suspended him for not reporting for duty for over 10 Sanjiv Bhatt months, on Monday.

    Was watching Times-now and it shows as caption repeatedly that "Bhatt is desperate after being used like a toy by Congress". The first time that Times-now or any major channel has focused on that angle in the Bhatt story which was dodgy to begin with.

    The suspension is political but after not showing up for 10 months for the job and constantly harassing the govt. with allegations, the Gujarat govt. has had enough. But the suspicions remain about the real motive of the Govt. both at the state and the center.

    ‘Bhatt wayward from Day One’

    A day after IPS officer Sanjiv Bhatt was suspended, the
    DGP office has said in a statement that the decision was taken following an inquiry report by IGP V K Mall, which held the former guilty for “consistent disobedience” under the conduct and discipline rules.

    Bhatt, who had accused Chief Minister Narendra Modi of abetting the 2002 riots, was suspended on Monday night.

    While DGP Chitranjan Singh refused to say anything on Bhatt’s suspension, a press release issued from his office said the IPS officer faced criminal cases and departmental inquiries of serious nature.

    The statement also explains why Bhatt was denied a promotion. “He has remained controversial from the start of his career and has hence served sideline postings only. He could never get a promotion to the IGP rank because of his controversial actions and behaviour whereas all his batchmates got it years back,” it says.

    Bhatt was posted as a DIG rank officer at the SRP Training College in Junagadh before his suspension.

    The press release terms Bhatt’s absence from the Junagadh SRP Training College as unauthorised. “He has been citing lame claims that he had to appear before the SIT and inquiry commission, which any officer can do while serving his post. A leave for such a long period is not a privilege,” it says.

    When contacted, Bhatt countered the charges, saying he had informed the additional chief secretary’s office that his deposition before Nanavati Commission was complete on July 20 and had submitted a half-pay leave application. Bhatt said the Gujarat Police could submit reasons of his suspension to the Supreme Court.

    The release also says Bhatt failed to respond to 10 letters written by Mall to him for the preliminary inquiry to probe his absence at the SRP Training School.

    According to it, Bhatt was given repeated directions to resume work but he refused to obey orders.

    The release also says that the DIG, while claiming to be on leave, took the services of 30 employees from the SRP Training School as gunmen and for other needs at his Ahmedabad residence, creating unnecessary financial burden of salary and TA/DA on the government exchequer.

    The release from the DGP office says such a defiant behaviour and dereliction from duty cannot be tolerated in the larger interests of the administration.

    This Bhutt Guy is a Criminal & it has been proved on Several occasions that he Had link with Several Congress Men... he is Rightfull kicked from his post...

    This guy is a congress stooge & is working on behest of Congress. Why would he ask for a 'package' (containing blackberry) from congress leaders? Is he that poor that he can not afford to buy a blackberry on his own? He is a cop with a shady past & stayed away from his duty for the past ten months giving lame excuses!

    Why were the cases dropped and promotion granted THREE TIMES even after knowing that He has a Criminal Mindset? Was he blackmailing the government and the government was too scared at that time. And now since there are very few traces left of the case, Mr. Bhatt is publicly announced as a criminal. This story goes beyond what it is trying to say, there is something fishy here!
