    Shanghai Cooperation Organization was founded in 1996 by the People’s Republic of China, the Russian Federation with its members Kyrgyzstan, Tajikistan and Kazakhstan in order to build mutual trust, to disarm the border regions and to encourage regional cooperation under the name “Shanghai Five”.

    In 1996 and 1997, the Heads of States of aforementioned five countries came together and signed, respectively in Shanghai and Moscow, the “Treaty on Deepening Military Trust in Border Regions” and the “Treaty on Reduction of Military Forces in Border Regions of People’s Republic of China, the Russian Federationwith its members Kyrgyzstan, Tajikistan and Kazakhstan”.


    From 1998 to 2000 "Shanghai Five" summits were held in Almaty, Bishkek, Dushanbe (during Dushanbe meeting President of Uzbekistan I.Karimov was invited by host state as a guest to take part in the meeting).

    According to the above-mentioned, celebrating the fifth anniversary of "Shanghai Five" on June 15, 2001 at a meeting in Shanghai, "cradle" of the mechanism, Heads of "Shanghai five" member-states and President of the Republic of Uzbekistan unanimously decided to lift the mechanism of "Shanghai Five" to a higher level, in order to make it strong base and important support for developing under new conditions cooperation among six states. To these purposes Heads of six states signed the Declaration on Establishment of the Shanghai Cooperation Organisation, declared a birth of the new organisation of regional cooperation - SCO.



    The Shanghai Cooperation Organization (SCO) is an intergovernmental international organization founded in Shanghai on 15 June 2001 by six countries: China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. Its member states cover an area of over 30 million km2, or about three fifths of Eurasia, with a population of 1.455 billion, about a quarter of the world's total. Its working languages are Chinese and Russian.

    In this context, a Joint Declaration admitting Uzbekistan as member of the Shanghai Five mechanism was adopted and the Declaration on the Establishment of Shanghai Cooperation Organization was signed by six Member Countries. In addition, “Shanghai Convention on Combatting Terrorism, Separatism and Extremism” was signed in the meeting.

    On September 14, 2001 the first meeting of Heads of governments of SCO member states took place in Almaty. The Heads of governments of six states signed "Memorandum among Governments of SCO member states on the basic goals and directions of regional military cooperation and launch of process on creating favorable conditions for the armed forces.", and also declared official establishment of regular meetings of heads of governments mechanism within SCO frameworks.

    With SCO Charter which was signed in St. Petersburg at the SCO Heads of State Summit, on 7 June 2002, its targets, principles, structure, activities, cooperation areas and foreign relations have been determined.

    On July 7, 2002 the second meeting of heads of SCO member states took place in Saint Petersburg. Heads of six states adopted "The Charter of Shanghai Cooperation Organisation", precisely fixing there goals, principles and basic directions of SCO cooperation. Adoption of the Charter has laid strong international legal foundation under the new organisation. Furthermore during the summit "The agreement among SCO member states on Regional Anti-Terrorist Structure" was signed and "The Declaration of Heads of SCO member states" was proclaimed.

    On May 29, 2003 the third meeting of heads of SCO member states took place in Moscow. The main achievement of this meeting was the passing of a number of regulations and decisions regulating the functioning of the Organisation’s internal mechanism. During this meeting the assignment of Zhang Deguang, citizen of the People’s Republic of China, for the post of SCO Secretary-General was approved.

    On September 23, 2003 the meeting of heads of governments of SCO member states took place in Beijing. During the meeting "The Program of multilateral trade and economic cooperation amomg SCO member states" was signed and the first budget of the Organisation for 2004 was approved. The program precisely determined basic goals and objectives of economic cooperation within the SCO framework, priority directions and concrete practical steps of cooperation with special emphasis on long-term planning, it also pointed out to a course of SCO economic cooperation, free movement of goods, capital, services and technologies for a period of two decades.

    On January 15, 2004 the major ceremony of the establishment of the Shanghai Cooperation Organisation Secretariat took place in Beijing. Leaders of the host country, Ministers of Foreign Affairs, National Coordinators of six SCO member states, representatives of some international organisations and diplomatic missions accredited in China were invited to the ceremony and witnessed this historic moment. The establishment of the Secretariat symbolised the end of the formation phase of the Shanghai Cooperation Organisation and the beginning of a completely new phase of its development. As a mature and confident regional force, the SCO is entering the international stage at a rapid pace.

    The invitation to Mr. Rouhani at a crucial time after the U.S. withdrew from the nuclear deal signed in 2015 between Iran, the European Union member ( Germany ) and the P5+1 group ( Shanghai Five, plus Pakistan ), of which China is a member.

    Pakistan has invited the Iranian President to participate in the upcoming Shanghai Cooperation Organisation summit next month, Chinese Foreign Minister Wang Yi said on Monday.

    Mr. Wang said President Hassan Rouhani is set to join his Russian, Kazakhstani and Kyrgyzstani counterparts at the summit, which will be held from June 9 to 10 in Qingdao and presided over by Chinese President Xi Jinping, Efe news reported.


    China’s Deputy Foreign Minister Zhang Hanhui said that Beijing hoped the Joint Comprehensive Plan of Action (JCPoA) would continue to be implemented and said China was in contact with European countries involved in the agreement, as well as with Russia.


    “If the JCPoA cannot be further implemented, the normal economic cooperation between the relevant countries will be affected... We hope China and Iran avoid major disruption to the cooperation projects between the two sides,” Hanhui added.

    Training in Istanbul includes fields of project management, entrepreneurship, engineering, and media

    Turkey’s state aid agency has given job-oriented training to 150 citizens of Uzbekistan, the agency said Monday.

    The Turkish Cooperation and Coordination Agency (TIKA) gave the training in Istanbul in the areas of project management, entrepreneurship, engineering, and media for members of the Youth Alliance of Uzbekistan, students of the National University of Uzbekistan, members of the Tashkent State University of Economics, and employees of various institutions.

    The training came courtesy of experts from TIKA, Anadolu Agency, the Turkish Scientific and Technological Research Council (TUBITAK), Marmara Research Center, Istanbul's Chambers and Commodity Exchanges (TOBB) University, the Turkish Foreign Economic Relations Board (DEIK), Independent Industrialists' and Businessmen's Association (MUSIAD), and English news channel TRT World.

    Trainees also had the opportunity to get to know Turkey better and experience Istanbul’s historical heritage.

    Mehmet Sureyya Er, TIKA’s deputy chair, said at the graduation ceremony that TIKA is striving to develop cooperation between Turkey and Uzbekistan, which the countries’ presidents recently took to a strategic level.

    Er said projects will continued to be carried out in Uzbekistan, particularly in the fields of education, health, and culture.

    Last month, on a three-day official visit, Turkish President Recep Tayyip Erdogan said TIKA aims to invest $60 million in Uzbekistan.
