It's a case of budget actually, technical skills are never the problem, a lot of hollywood movie, television serials vfx gets done here in India. One season of GoT has more money than baahubali and 2.0 combined, each episode of season 6 cost 60 crores  So we will need to sell more tickets, and also need to capture a larger market.

each episode of got in season 6 cost 10 mil $ which is around 18 crores in India, thus the whole Got cost 180 crore while bahubali took 250 crores to produce.

Total cost for 10 episodes at 10 million per episode is 100 million usd. 1 usd is 68 rupees. So 6800 million rupees or 680 crores.

The 250 crores for Baahubali also includes cost for the sequel (40%), not just one movie. 2.0 budget is said to be about 350-400 crores.

My brother is in the Animation field, The Hyderabad studios actually got the contract for Harry Potter Movie series, the only clause was if the Director is not happy with the visual effects you are liable to pay them 600 crores, if he likes it you get 700-800 crores,so many studios didn't take up that offer as it was too costly and risky.
Talent is never a problem, its all about budget.

No, in many cases the vfx is outsourced, budgeting would take that into account so ultimately a percentage of the raw budget goes towards vfx. See the dragon part in GoT

^^ Done by an Indian studio. Better than what you see in most Indian movies though.
