Correct. Only the President should have saluted as that was he who was being saluted by the body guards. When a person is saluted, only he responds and when there is a gathering of officers and a junior salutes them, only the senior most in the group is supposed to reply.

everybody who is standing under the unfurling flag, have to salute.
watch army parade, amar jawan jyoti, passing out parade, etc.
everybody who are near the national flag have to salute when it is hoisted with national anthem, for the respect for nation.
but who are holding higher official rank or post, must have to salute the flag.
and the formal civilians are civilians, not bounded by any protocol/rule but moral duty.

    don't be stupid yaar.
President responsibility to hoist the flag, but every citizen under the flag should salute it's moral duty not rule/protocol.

Such juvenile ranting. Nobody other than the President and uniformed members of the forces normally salutes on such occasions, there have been previous PM's including from the BJP who didn't salute. Some people can't get past their religious hatred. Pathetic.

    Section VI
    Salute
3.31 During the ceremony of hoisting or lowering the Flag or when the Flag is passing in
a parade or in a review, all persons present should face the Flag and stand at attention
    . Those
present in uniform should render the appropriate salute
. When the Flag is in a moving column,
persons present will stand at attention or salute as the Flag passes them. A dignitary may take
the salute without a head dress.

@vstoljockey is right on this . only the president of india was required to do this . but there is no harm if any1 else wants to salute also .
the only thing required is to pay attention and show respect .

Whenever the national anthem is played, every citizen is expected to stand at attention. The Presidents salute or Rashtriya Salute is given to the President and to the Flag of the nation. On 15th Aug, The PM unfurls the flag and salutes it. Everyone present is required to follow protocol as posted by @Paliwal Warrior, however in the case of 26th Jan celebrations, the flag was neither unfurled nor paraded, Just the President was saluted by His body Guards. So only he should have saluted back and since the national anthem was played, all others were required to stand at attention. The National Flag is paraded during ceremonials in Military parades like NDA/IMA/OTA passing out parades and at times even Batallion colours called Presidents colours are also paraded. In such a situation what @Paliwal Warrior posted is followed.

Prez Pranab was required to salute, and he did that. Others saluting were either jitters or over-enthusiastic. Ansari has not committed any breach.

It seems Vice President Ansari did not break any law by not saluting but when Prime Minister, Defence Minister and Minister of State for Defence all lower posts are saluting then the VP should have saluted.

Don't forget Hamid Ansari is the cousin of Don Mukhtar Ansari who killed BJP MLA Krishnanand Rai in Ghazipur, UP.

Mukhtar Ansari is a big don in eastern UP in places like Mau and Varanasi. In some riots in Mau he apparently went around in a jeep with a machine gun firing at the hindu minority. Shows the what sort of family the VP has and what sort of upbringing he had and what his background is.

I believe the flag was unfurled.

    Please watch from 1:04:00

Not sure what rules apply as bodyguards also were saluting the President

That don is now holed up in Agra Jail for the fear of his life as many Hindus have volunteered to kill him at any cost.

I hope someone stabs him in the head and makes him die a painful death.
But his 2 brother Afzal and another guy are still out there... have their own political party Quami Ekta Dal have Mla's in UP assembly and are pretty much a source of inspiration for all ISI agent wannabes and a source of terror to the Hindu minority of Mau and Hindus in general in Eastern UP. All because his cousin is the Vice President and the state govt is run by his supporters.

WE ALL AGREED AT THE POINT VP SHOULD SALUTE THE FLAG
TO RESPECT FOR THE FLAG AND THE NATION AS PER HIS HIGHER POST AS VP
even every citizen should salute the flag with pride filled chest
WITHOUT ANY RULE/PROTOCOL BUT FOR THE NATION AS A PATRIOT.
